The <strong>Hampton</strong> Rds area should not be punished because the state of VA is incapable of managing money. When the<br />

western freeway expansion and bridge was under construction, the state was supposed to drop another tube as part<br />

of the mid‐town tunnel expansion going from Portsmouth to Norfolk, but the project went over budget and the<br />

2/29/2012 money ran out. REALLY? The burden of this tax should not be ours to bear.<br />

My husband and I live in Western Branch. He is stationed at Norfolk and I work at a medical office in downtown<br />

Norfolk (and have for 9 years. The fact the we both go through the tunnel twice a day, during peak hours means it<br />

will be about $8.00 a day. That is not counting any leisure trips to go to the beach, Nauticus, the zoo, or anything else<br />

on that side of the water. The budget is already tight, if the toll the tunnel I think it will make our finances a lot worse<br />

The toll will have a huge negative impact on connecting our awesome cities together in <strong>Hampton</strong> <strong>Roads</strong>. People will<br />

think twice about traveling from city to city for recreational purposes. Not to mention the people who commute<br />

Tolls will not solve the chronic congestion here like a Ltrain would. When one tunnel gets backed up the whole are<br />

suffers. Another tunnel is not the solution. Give us a solution that is more closely linked to modern times like light<br />

rail that crosses the Elizabeth River both ways, a parking area in West Norfolk and on <strong>Hampton</strong> Bvd and buses that go<br />

Tolls are an obnoxious way to generate revenue, esp when the tolled structure is currently existing. Everyone in the<br />

local area benefits from the tunnels directly; in the case of peple who drive them every day, or indirectly, by using<br />

goods and services that are delived through them. The proposed method and rates of toll extraction from non‐EZ<br />

Pass holders is ludicrous. IF raising taxes is required, the less obniousious way would be through raising the tax on<br />

gasoline. If anyone is keeping score, I'm not opposed to a private company building a new crossing and tolling what<br />

sorry but I can't vote myself a raise like some people can so please think about what you're doing in the face of a bad<br />
