This is an all around bad deal. Our legislators would have better served us by responsibly raising the gasoline tax<br />
over time to pay for this and other needed projects. This huge financial burden on the users of the tunnels and does<br />
nothing to guarantee relief from traffic congestion. We will get one additional lane of traffic each way five years<br />
from now that we begin paying for today. The additional financial burden is in no way offset by a potential slight<br />

I was born & raised in Portsmouth. Until 2009 I traveled 264 thru the tunnel, jordon bridge (alternate route, until it<br />
was no longer an option) & of course thru the midtown tunnel as displayed in the picture; for my entire working<br />
career. I have been working in downtown Norfolk for the last 20 years, so there is plenty of history behind the<br />
anxiety felt when the new 4 letter word "TOLL" was unleashed to the general public. The traffic at either tunnel to &<br />
from Portsmouth/Norfolk is unbearable & ridiculous already. Adding tolls to an already volatile situation is adding<br />
insult to injury. The decision makers need to find another way to fund their endeavours vs. mandating an already<br />
recessed <strong>Hampton</strong> <strong>Roads</strong> Area with yet another money drain. Most people are trying daily to get by on their current<br />
wages. It's not likely that everyone in the work force will have offered to them a company allowance to offset the<br />

This move will not generate income for the state/cities, all it will do is make people not come into the downtown<br />
portsmouth tunnel. High Street and Olde Towne is already suffering due to the economic downturn and the recent<br />
years' flooding issues, this will basically turn the downtown portsmouth area to an island.<br />
The only enty that will see any upck in their profits will be HRT as people will start taking the ferry to avoid the<br />
tolls. Anyone who votes yes on this, will be actively campaigned against and the undersigned will see to it your<br />
2/24/2012 career in public office is over.<br />

I am signing because this toll IS a tax that is being unequally imposed on residents and businesses of <strong>Hampton</strong> <strong>Roads</strong>.<br />
ALL VA residents should beware! If this proceeds as planned, this will just be the start.<br />
I don't believe for a moment that legislators will not find a reason to raise the gas tax in the future, because costs will<br />
inevitably go up each year and the projections will fall short. Republicans will not have control of the House<br />
2/24/2012 indefinitely. So we will end up with tolls AND higher taxes!<br />
