burden by all taxpayers. The logic that says that people who don't use the tunnels shouldn't have to pay for them is<br />

nonsense. By that logic, since I do not have children why should i pay taxes that pay for schools. This seems to be a<br />

thinly veiled means of creating an additional revenue stream that directly and very negatively impacts a select group<br />
