Infrastructure is an inherent responsibility of the government. The roads and tunnels directly and indirectly support<br />
everyone and should be paid for by all. I believe it would be better to have everyone pay a few more tax dollars at<br />
the gas pump with each fill‐up than penalize the entire region by taxing at the tollbooth. The long term cost and<br />
negative impact on the region by the toll is not worth the short‐term political advantage being gained by a few<br />

I live in Portsmouth and work in Norfolk. I am a nurse, and additionally take call. Every time I come through the<br />
Midtown Tunnel, I will have to pay this toll. I may come in two or three mes a night.<br />
When were the people of <strong>Hampton</strong> <strong>Roads</strong> asked about the implimentation of these tolls. An increase could also be<br />
implimented periodically for the next 53 years. Who created the conditions under which this contract was<br />
developed. With the economy in such disarray, it is unconscionable that the government would request additional<br />
3/6/2012 monies from people who are struggling to make ends meet. Reconsider, reasses, other options must prevail.<br />

Isn't this why we pay personal property taxes ‐ to pay for the roads?? Where is the money going when we pay for<br />
state inspections and our tags every year? I am completely opposed to the tolls. We are a one income military family<br />
with 3 small children and with the rising gas prices these added financial burdens are ridiculous! You will definitely<br />
see a decrease in people visiting the small local businesses in Portsmouth. This is not going to help <strong>Hampton</strong> <strong>Roads</strong> at<br />

Please have a progressive gas tax. Start at 2 cents and go to 4 on up to 10 cents on top of the 17cents and we still will<br />
be about the 25th state so we won't be paying an exorbinant tax and it will pay for many roads and repairs and<br />
