kategorija su djeca imigranata i tražitelja azila, koja deklarativno imaju sva<br />
prava, a u praksi je ipak drugačije, jer mnoga od njih nisu ni registrirana.<br />
Otvaranjem granica bit će više migracija, što će nametnuti imunizaciju kao<br />
važan problem.<br />
IMMUNIZATION AS A UNIVERSAL HUMAN RIGHT<br />
OR AN ETHICAL PROBLEM<br />
Immunization is the most efficient and most effective measure for the<br />
prevention of a large number of infective diseases. At the same time, it<br />
is one of the proclaimed children’s rights. According to the “Health for<br />
all in 21st century”, Goal 7 refers to the decreasing of infectious diseases<br />
and says: “Until 2020 the harmful effects of illness should be decreased<br />
through systematic applied programmes of eradication, elimination or control<br />
of infectious diseases important for public health.” The realization of<br />
this Goal should lead to the elimination of poliomyelitis, tetanus, morbilli<br />
and to put under control and influence the decreasing of diphteria, viral<br />
hepatitis B, parotitis, pertussis, diseases caused by Haemophilus influenzae<br />
and the decreasing of congenital syphilis and rubella under 0,01/1000 live<br />
births.<br />
Despite this Goal, in the most countries that have provided sufficient<br />
quantities of vaccines, not all children are immunized. In our area, these<br />
are mostly Roma children and other marginalized categories. An especially<br />
important category regards children of immigrants and asylum applicants<br />
which declaratively have all the rights, but it is different in practice, because<br />
many of them are not even registered. By opening the borders there<br />
will be more migrations and it will impose immunization as an important<br />
problem.<br />
