2. <strong>Comm<strong>and</strong></strong>er's Assessment<br />
The <strong>Comm<strong>and</strong></strong>er's Assessment briefly tells the story of the comm<strong>and</strong>'s role in national defense <strong>and</strong><br />
should highhght any general <strong>and</strong> specific lessons-learned. It should contain the comm<strong>and</strong>er's<br />
commentary, insights <strong>and</strong> reflections on the unit's activities. Attention should be directed to<br />
significant issues impacting training operations <strong>and</strong> mission accomplishment during the reporting<br />
period. Descriptions of circumstances <strong>and</strong> sequence of events leading to major comm<strong>and</strong> decisions<br />
<strong>and</strong> results of those decisions are particularly desired. Also desired are accounts of specific<br />
contributions of individuals in the comm<strong>and</strong> to mission accomplishment. For units engaged in or<br />
directly supporting combat, significant wartime or peacetime operations (named operations, noncombat<br />
evacuation operations, disaster relief or other humanitarian operations, etc.) or major<br />
exercises, particular attention should be given to the comm<strong>and</strong>er's estimate of the situation, records<br />
of discussions <strong>and</strong> decisions, descriptions of circumstances <strong>and</strong> sequence of events leading to<br />
operational decisions <strong>and</strong> results of those decisions. For a unit returning kom deployment or<br />
participating in a single operation this can normally be a single assessment. For higher-echelon<br />
comm<strong>and</strong>s or units engapg in multiple operations, a separate assessment for each operation in<br />
addition to an overall assessment may be appropriate.<br />
It was a diverse year for the USS MINNEAPOLIS-ST. PAUL (SSN 708) in which<br />
we performed almost all possible operational <strong>and</strong> maintenance facets of the Submarine<br />
Force. We were at sea for many months taking part in several exercise weapon firings<br />
including the first successful QAST (Quality Assurance Test) Tomahawk Missile Shot in<br />
three years. We participated in the Subma~rine comm<strong>and</strong> Course (SCC Ops) training<br />
future <strong>Comm<strong>and</strong></strong>ing Officers <strong>and</strong> Executive Officers in all aspects of submarine
warfighting, which consisted of three intense weeks performing all missions of the<br />
Submarine Force. The crew also received great training <strong>and</strong> experience from executing<br />
these missions. SCC Ops culminated in a mini war where the MSP achieved more hits<br />
(using exercise torpedoes on the range) against capable submerged <strong>and</strong> surface<br />
adversaries higher than all other participants (two other SSNs <strong>and</strong> numerous surface<br />
ships <strong>and</strong> helicopters) combined. The ship conducted two Dependents' Cruises in which<br />
crew members' families were able to experience life on a submarine.<br />
The MSP entered the drydock in Northrop Grumman Newport News shipyard in October<br />
to receive much needed maintenance, completing half of the scheduled six month<br />
availability period.<br />
The large portion of sea time during this past year provided many training opportunities.<br />
The incport maintenance availabilities <strong>and</strong> shipyard period have ensured the ship's<br />
material readiness to prepare for <strong>and</strong> perform an extended deployment in 2007. We also<br />
had a number of crew morale boosting experiences, including numerous swim calls, port<br />
calls <strong>and</strong> being homeported for the holidays. Our lessons learned include the<br />
importance of pre-planning evolutions to focus on risk mitigation, procedural compliance,<br />
formality, intrusive leadership from above, deck plate leadership from below, <strong>and</strong><br />
importance of the team aspect to submari~ning.<br />

Maintenance Upkeeps were to ensure the material readiness of the submarine for sea.<br />
Independent Steaming provided opportunities for the crew to train itself. The Basic<br />
Submarine Assessment tested the crews' ability to operate the ship after a long in-port<br />
period. The QAST (Quality Assurance Test) Tomahawk Missile Shot allowed us to<br />
demonstrate our ability to load, maintain <strong>and</strong> successfully fire a Tomahawk Missile. The<br />
INSURV (Inspection <strong>and</strong> Survey) is a major inspedion that evaluates the ship's material<br />
condition. Submarine <strong>Comm<strong>and</strong></strong> Course Operaf~ons trains future <strong>Comm<strong>and</strong></strong>ing Officers<br />
<strong>and</strong> Executive Officers, <strong>and</strong> the crew of the embarked class, to execute all aspects of<br />
submarine missions. The Operational Reactor Safeguards Examination evaluates the<br />
ship's ability to safely operate its nudear reactor. The dry docking preparations allowed<br />
us to safely <strong>and</strong> successfully prepare <strong>and</strong> enter the dry dock During our Pre-Inactivation<br />
Restricted Availability the ship is receiving scheduled depot level maintenance.<br />

Supportkg <strong>Report</strong>s are those reports required by other instructions that provide sqpficant data<br />
