A hivatal fejezeti jogosítványokkal felhatalmazott<br />
költségvetési szerv, amelynek költségvetése <strong>2008</strong> folyamán<br />
a központi költségvetés fejezetrendjében<br />
a GKM költségvetési fejezetéből átkerült a MEH fejezetébe.<br />
Önfinanszírozó módon gazdálkodva – miniszteri<br />
rendeletben meghatározott összegű igazgatási<br />
szolgáltatási díjakból és a hivatalt megillető hasonló<br />
nemzetközi eljárási díjakból származó bevételek<br />
hatékony felhasználásával – biztosította a feladatkörének<br />
ellátásához szükséges kiadások fedezetét.<br />
A munkatervben megfogalmazott fő célkitűzések<br />
megvalósítását biztosító pénzügyi fedezet a hivatal<br />
költségvetésében rendelkezésre állt. A 2005 óta<br />
változatlan mértékű iparjogvédelmi igazgatási szolgáltatási<br />
díjak mellett a tervezett bevételi előirányzat<br />
csak a többletteljesítményt igénylő szolgáltatási<br />
tevékenység és a nemzetközi szerződéses munkák<br />
bevételével, valamint az európai és hazai pályázati támogatások<br />
folyósítása révén teljesült.<br />

A hivatal bevételei a 3210,0 millió Ft eredeti és 4572,5<br />
millió Ft módosított előirányzattal szemben 4464,0<br />
millió Ft-ra teljesültek az előző évi előirányzat-maradvány<br />
és a működési célra kapott költségvetési támogatás<br />
felhasználásával. A hivatal bevételei az<br />
előző évihez képest 19,4%-kal nőttek, ami nagymértékben<br />
köszönhető az előző évről áthozott tartalék<br />
bevételként történt elszámolásának (390,9 millió Ft),<br />
valamint az egyes személyi juttatások fedezetére kapott<br />
központi támogatási bevételnek (150,3 millió Ft).<br />
Figyelmet érdemel továbbá az alaptevékenységgel<br />
összefüggő egyéb bevételeknek a 111,6 millió Ft bázishoz<br />
számított emelkedése, ami javarészt a hivatal<br />
nemzetközi szerződéses teljesítésének év végi pénzügyi<br />
elszámolásából adódik.<br />

a központi támogatási bevétel megváltoztatta<br />
7.1. ECONOMIC MANAGEMENT OF THE HPO IN <strong>2008</strong><br />
The HPO is a central budgetary organisation constituting a separate title within the budget chapter of the<br />
Prime Minister’s Office since it was transferred from the budget chapter of the Ministry of Economy and<br />
Transport in <strong>2008</strong>. It ensured the financial coverage necessary to perform its duties through self-financing<br />
and by the effective use of income deriving from fees for international procedures and administrative services<br />
regulated by a ministerial decree.<br />
The financial coverage ensuring the implementation of the main objectives included in the work plan was<br />
available in the HPO’s budget. As the fees of administrative services in industrial property procedures have<br />
remained the same since 2005, the planned income could only be achieved by means of revenues from<br />
services requiring surplus performance, from international contractual assignments, and from allocations<br />
of European and Hungarian applications granted.<br />
By using the surplus available from 2007 and the budget subsidy for operating purposes, the HPO’s income<br />
amounted to HUF 4464.0 million compared with the original estimate of HUF 3210.0 million and the<br />
modified estimate of HUF 4572.5. The income of the HPO increased by 19.4%, which was mainly due to the<br />
fact that the reserve carried over from the previous year (HUF 390.9 million) was audited as income, and<br />
to the central budget subsidy for covering the staff allowances (HUF 150.3 million). There was a remarkable<br />
rise in the other revenues deriving from the basic activities of the HPO, compared to a basic HUF 111.6<br />
million, which was largely due to the fact that the fees for the HPO’s international contractual assignments<br />
were considered in one step as budgetary income at the end of the year.<br />
The distribution of the operating incomes was modified by a more significant surplus carried over from the<br />
previous year and audited as income and by the budget subsidy. The rise in the afore-mentioned two types<br />
of income decreased in general in the ratio of the incomes deriving from fees of administrative services, although<br />
their amounts also increased by 5-6% compared to the previous year.<br />
The total amount of the HPO’s actual expenditures reached 113.1% compared to the previous year, that is,<br />
it did not follow the 19.4% rise of the incomes. The total amount of HUF 3 785.8 million means the modified<br />
estimate of expenditure was met by 82.8%. It should be noted, however, that the approximate figures<br />
mentioned here do not contain the amount of the surplus with commitments and the part of the appropri-<br />
