Introduction<br />
Process Used to Develop the Strategic Plan<br />
An external environmental assessment was conducted with a review<br />
of local <strong>and</strong> provincial health data, a review of evidence for effective<br />
interventions that was conducted as part of the in-depth Program Review<br />
completed in 2011, <strong>and</strong> a review of other organizations’ strategic plans.<br />
An internal environmental assessment was conducted by reviewing the<br />
previous strategic plan, internal data from staff surveys <strong>and</strong> focus groups,<br />
<strong>and</strong> results from the 2011 Organizational Review conducted by Western<br />
Management Consultants.<br />
A Staff/Management Think Tank reviewed the internal <strong>and</strong> external<br />
data <strong>and</strong> identified key areas for work. A draft set of strategic directions<br />
was circulated among Board members, partners, <strong>and</strong> staff for feedback.<br />
A Steering Committee with representatives from the Board of <strong>Health</strong>,<br />
management, staff <strong>and</strong> community members provided context <strong>and</strong> shaped<br />
the plan from both an internal <strong>and</strong> external perspective.<br />
Implementing the Plan<br />
The Strategic Leadership Team, consisting of the Medical Officer of <strong>Health</strong><br />
<strong>and</strong> the Directors, will be responsible for implementing the Strategic Plan.<br />
Annual operational plans will be developed to implement the strategic<br />
directions identified in this plan using a planning framework based on<br />
Results-Based Accountability (2) .<br />
Indicators will be developed to track progress on the implementation<br />
of the strategic plan including the population outcomes <strong>and</strong> the<br />
organizational goals, <strong>and</strong> specific performance indicators for process<br />
<strong>and</strong> impact. Regular performance reports will be provided to the Board,<br />
partners, the community, municipalities, <strong>and</strong> the provincial government.<br />
The plan will be widely circulated to municipalities <strong>and</strong> community<br />
partners <strong>and</strong> placed on the <strong>Health</strong> <strong>Unit</strong> website for access by the public. A<br />
media campaign will communicate the new plan to community members.<br />
