2. Impact <strong>in</strong> <strong>and</strong> beyond the forest: 2.5 Economic effects<br />
The Price Waterhouse Coopers analysis of “Susta<strong>in</strong>able Investments for Conservation”<br />
(2007) 272 on behalf of WWF Germany is based on three case studies, of which one is the<br />
<strong>FSC</strong>-certified operation Precious Woods <strong>in</strong> Brazil, the other two look at ecotourism. The<br />
analysis concludes that it is possible to comb<strong>in</strong>e nature conservation with private <strong>in</strong>vestment<br />
<strong>in</strong> a way that produces a satisfactory return on the capital <strong>in</strong>vested. The report mentions economic<br />
advantages of forest certification if it is credible <strong>and</strong> transparent.<br />
“Opportunities <strong>in</strong> susta<strong>in</strong>able forestry ma<strong>in</strong>ly arise from the expected surplus dem<strong>and</strong> for<br />
certified tropical timber. Accord<strong>in</strong>g to FAO estimates, the dem<strong>and</strong> for <strong>in</strong>dustrial round<br />
wood will <strong>in</strong>crease by about 25% from 1996 to 2010. Accord<strong>in</strong>g to <strong>in</strong>formation provided by<br />
UNECE <strong>and</strong> FAO, market price premiums of between 12% <strong>and</strong> 20% are obta<strong>in</strong>ed for<br />
<strong>FSC</strong>-certified sawn hard woods.” (…) “There is also an extensive portfolio of harvestable<br />
types of timber <strong>in</strong> the area of natural forest management. Companies can therefore react<br />
flexibly to market changes <strong>and</strong> switch to the production of goods with higher profit marg<strong>in</strong>s.<br />
The atta<strong>in</strong>able market prices <strong>and</strong> the costs associated with harvest<strong>in</strong>g <strong>and</strong> further<br />
process<strong>in</strong>g are crucial factors affect<strong>in</strong>g long-term profitability. Certification by the <strong>FSC</strong> has<br />
a favorable impact on the achievable market price. The harvest<strong>in</strong>g costs are lower <strong>in</strong> the<br />
plantation project because of the higher density of trees <strong>and</strong> the exist<strong>in</strong>g <strong>in</strong>frastructure.” 273<br />
The Price Waterhouse Coopers analysis of “Susta<strong>in</strong>able Investments for Conservation” also<br />
identifies risks associated with the acquisition of forests:<br />
“The risks associated with the acquisition of forests also <strong>in</strong>clude the possibility that it might<br />
not be possible to identify all l<strong>and</strong> use rights before acquisition <strong>and</strong> that claims are asserted<br />
at a later date. The example of Precious Woods also shows that risks arise as a result<br />
of corruption <strong>and</strong> changes <strong>in</strong> adm<strong>in</strong>istrative structures <strong>in</strong> the country, which could<br />
cause delays <strong>in</strong> the issue of official permits. [Ironically] <strong>FSC</strong>-certified companies that adhere<br />
strictly to the laws <strong>and</strong> regulations of the country are particularly badly affected by<br />
such delays.” 274<br />
