Any proposal to implement revenue sharing should consider<br />

local governance and the administrative capability<br />

of local communities or lower levels of government to<br />

implement such systems. Where governance and administration<br />

at the national level are weak, the situation is<br />

likely to be even worse at lower levels of government.<br />
