HCEA REPRESENTED EMPLOYEES<br />

Article VI, 6.1 - <strong>Voluntary</strong> <strong>Transfer</strong><br />

<strong>Request</strong>s for voluntary transfers will be accepted from tenured teachers who meet the certification requirements for the<br />

position identified.<br />

A. The names of new schools to which teachers may request transfers for the following school year shall be announced.<br />

When the principal is appointed, that information will be distributed through the normal channels of communication<br />

and shared with the Association.<br />

B. <strong>Request</strong>s for transfer to other than new schools are to be in writing and to be received prior to March 1 of the<br />

current year. A teacher may submit in writing a request to withdraw a request for a voluntary transfer prior to June 30.<br />

Principals must interview a minimum of three voluntary transfer candidates if three or more apply, before a new teacher<br />

candidate can be selected for a vacancy. The voluntary transfer candidate with the longest continuous service in<br />

<strong>Harford</strong> <strong>County</strong> must be one of the three candidates interviewed. Unsuccessful candidates will be advised.<br />

The requests are to be in writing and to be received prior to March 1 of the current year.<br />

<strong>Voluntary</strong> transfers will not be effected during a school year.<br />

All such requests will apply to vacancies identified prior to July 15.<br />

A part time teacher who has requested full-time employment shall be considered for a position for which he/she is<br />

qualified before a new teacher may be hired for that position, except that voluntary transfers, leaves of absence and<br />

administrative transfers shall be given priority.<br />

HCESC REPRESENTED EMPLOYEES<br />

Article V, 5.7 - <strong>Voluntary</strong> <strong>Transfer</strong><br />

Employees who desire a voluntary transfer must follow the voluntary transfer process listed below:<br />

Employees must file a written request with the Division of Human Resources prior to March 1 of the school year.<br />

o The request must include the type of position to which the employee desires to be assigned.<br />

o The request must include the school or building assignment requested, in order of preference.<br />

<strong>Request</strong>s for transfer will be accepted only from non-probationary employees.<br />

<strong>Request</strong>s for a voluntary transfer must be renewed each school year in order to remain active.<br />

Employees who meet the requirements for the position may be offered an interview should such a position become available.<br />

<strong>Transfer</strong>s of instructional personnel, defined as 10-month unit employees excluding clerical, are not considered after<br />

August 15. However, should there be an exception to this practice, the Superintendent will make the final determination.<br />

AFSCME REPRESENTED EMPLOYEE<br />

Article IV, 4.5 - <strong>Voluntary</strong> <strong>Transfer</strong><br />

<strong>Request</strong>s for transfer will be accepted only from non-probationary employees. The request must be in writing and must be<br />

received in the Human Resources Department prior to April 1 of the current year.<br />

<strong>Request</strong>s for transfer must be renewed each year to remain active.<br />

These requests may be considered for positions, which offer promotional opportunities or lateral transfers, only if the<br />

positions are not announced. Such requests shall include the type of position to which the unit member desires to be<br />

assigned, and, up to three high school attendance areas and their feeder schools, to which he or she desires to be<br />

transferred, in order of preference.<br />

If the person requesting the transfer is qualified for the position and limits the transfer request to three locations, he or she<br />

will be provided an interview should such a position become available.<br />

REFER TO THE APPROPRIATE NEGOTIATED AGREEMENT FOR ADDITIONAL INFORMATION REGARDING<br />

VOLUNTARY TRANSFERS.<br />

IMPORTANT<br />

• <strong>Transfer</strong> requests are considered for positions identified prior to July 15 for instructional staff.<br />

• Due to the number of transfer requests, interview schedules, and placements, please be certain that you are<br />

interested in a voluntary transfer to a particular school/site before you interview. After an interview, if you no<br />

longer wish to be considered for the position, notify the Human Resources, Recruitment and Staffing Department<br />

at 410-588-5238. Also, send a written memo/email within 24 hours of the interview to state your intention to<br />

withdraw from consideration.<br />
