MANUFACTURED HOME, MULTIFAMILY MANUFACTURED HOME, MOBILEHOME,<br />

COMMERCIAL MODULAR DEALER AND SALESPERSON LICENSES<br />

INTRODUCTION<br />

This Study Guide (Guide) is designed for both HCD Dealer <strong>and</strong> Salesperson license applicants<br />

preparing to take the Occupational Licensing examinations. The Guide also serves as a useful<br />

reference for those persons whose business <strong>and</strong> pr<strong>of</strong>essional interests involve manufactured<br />

home, multifamily manufactured home, mobilehome, or commercial modular transactions. The<br />

Guide contains many statutes <strong>and</strong> regulations applicable to manufacturers, dealers, <strong>and</strong><br />

salespersons governing the sale, use, construction, alteration, installation, enforcement, <strong>and</strong><br />

registration <strong>and</strong> titling <strong>of</strong> manufactured homes, multifamily manufactured homes, mobilehomes,<br />

<strong>and</strong> commercial modulars.<br />

The licensing examination questions <strong>and</strong> answers are formulated using the text <strong>of</strong> this Guide.<br />

Applicants are advised to obtain laws <strong>and</strong> regulations, such as the Federal Truth in Lending Act <strong>and</strong><br />

Federal Regulation Z, which apply to the activities <strong>of</strong> dealers <strong>and</strong> salespersons, <strong>and</strong> are referenced in<br />

this Guide. Whenever a conflict exists between a statute (<strong>California</strong> Health <strong>and</strong> Safety Code,<br />

unless otherwise noted) <strong>and</strong> a regulation (<strong>California</strong> Code <strong>of</strong> Regulations, Title 25, unless<br />

otherwise noted), the requirements <strong>of</strong> the statute supersedes the regulation. Therefore, for<br />

examination questions, if you identify a conflict between statute <strong>and</strong> regulation, the question should<br />

be answered in accordance with the requirement <strong>of</strong> the statute.<br />

Occupational Licensing examinations for manufactured home <strong>and</strong> commercial modular dealer<br />

<strong>and</strong> salesperson applicants are administered at <strong>Department</strong> <strong>of</strong> <strong>Housing</strong> <strong>and</strong> <strong>Community</strong><br />

Development (HCD) Registration <strong>and</strong> Titling (RT) District Offices several times weekly. The<br />

examinations are divided into two categories for dealer or salesperson <strong>and</strong> also manufactured<br />

home <strong>and</strong> commercial modular subcategories.<br />

The Manufactured Home (MH) <strong>and</strong> Commercial Modular (CM) dealer examination(s)<br />

contains 75 multiple choice questions with a two-hour (120 minute) time limit.<br />

The MH <strong>and</strong> CM salesperson examination(s) contain 50 multiple choice questions with a<br />

one <strong>and</strong> one-half hour (90) minute) time limit.<br />

In order to successfully complete the DEALER examination, a minimum score <strong>of</strong> 53 correct<br />

answers (70%) must be obtained. SALESPERSON applicants must score a minimum <strong>of</strong> 35 correct<br />

answers (70%) to pass. There is no limit to the number <strong>of</strong> times an applicant may take the examination;<br />

however, the examination fee applies to each examination taken.<br />

Due to limited RT testing <strong>and</strong> operating hours, please contact the RT District Office where you wish to<br />

take the examination to schedule an examination appointment. Walk-in examination applicants may not<br />

be allowed to take a exam for the aforementioned reasons <strong>and</strong> if the remaining operating hours <strong>of</strong> the<br />

<strong>of</strong>fice is less than the full allotted time limit <strong>of</strong> the exam <strong>and</strong> the time necessary to grade the exam. RT<br />

District Offices are open Monday-Friday, except most holidays. You can call the RT Toll-Free number<br />
