POSITION PURPOSE<br />

<strong>Port</strong> <strong>Macquarie</strong> Airport is a Certified Aerodrome operated by <strong>Port</strong><br />

<strong>Macquarie</strong> – <strong>Hastings</strong> <strong>Council</strong> in accordance with Civil Aviation Safety<br />

Authority (CASA) rules and regulations. As a key member of the airport<br />

operations team, the Airport Operations Officer is responsible for<br />

promoting a safe operating environment for aircraft and other users at the<br />

Airport.<br />

The Airport Operations Officer will develop and apply technical skills and<br />

regulatory procedures for the following key functions in accordance with<br />

the Airport Operations Manual and Australian Government aviation<br />

regulations (incl. CASA, Airservices Australia, and the Office of Transport<br />

Security (OTS)):<br />

Aerodrome serviceability inspections and reporting functions, Works<br />

Safety Officer functions, aviation security oversight, routine<br />

maintenance activities and customer service.<br />

In carrying out these functions, the Airport Operations Officer is<br />

responsible for providing advice to the Senior Airport Officer and/or the<br />

Airport Operations Coordinator in relation to the safety and operational<br />

status of the Airport, including operational safety, security, maintenance,<br />

and customer service standards.<br />

All staff operating in safety sensitive airside areas at the Airport must<br />

conform to the requirements of the Airport Drug and Alcohol Management<br />

Plan (DAMP). The successful applicant must undergo an Alcohol and<br />

Other Drugs (AOD) medical test prior to commencing employment and<br />

may Plant be Electrical subject to random AOD testing conducted by CASA or <strong>Council</strong><br />

while employed at the Airport. A copy of the DAMP is available for perusal<br />

on request.<br />

The position operates within a 7-day roster (ordinary hours Monday –<br />

Sunday, including up to every 2 nd weekend) with 76 hours worked per<br />

fortnight. Saturday and Sunday shifts may extend up to 12 hours per day<br />

subject to operational requirements. The Airport Operations Officer will<br />

also be required to participate in an after hours and weekend on-call<br />

roster.<br />

SELECTION CRITERIA<br />

Essential Requirements:<br />

1. Demonstrated experience and competencies to meet the national competency<br />

standards defined for Aerodrome Inspection, Reporting and Works Safety (to meet<br />

CASA accreditation by successful completion of an Airport Operations Training Course<br />

to Aerodrome Reporting Officer (ARO) and Works Safety Officer (WSO) level) – see<br />

AC 139-13(0) August 2011.<br />

2. An ability to apply the standards and practices applying to the ARO and WSO<br />

functions, as set out in the <strong>Port</strong> <strong>Macquarie</strong> Airport Operations Manual and standard<br />

operating procedures.<br />

3. An ability and willingness to:<br />

- work hours commensurate with the requirements for Aerodrome Inspection,<br />

Reporting and Works Safety, including times such as early mornings, late evenings,<br />

weekends (and nights for overnight construction works) and public holidays, and<br />

- reside in a location within 15 minutes travel time from the Airport to enable a prompt<br />

response to emergency incidents when rostered ‘on call’.<br />

4. Sound knowledge and understanding of airport geography, aircraft operations, daily<br />

airport serviceability inspection, reporting and works safety procedures, aviation<br />

security operations, terminal and car park operations, aerodrome operational<br />

maintenance standards and procedures.<br />

5. Experience in aerodrome routine maintenance activities and operational serviceability<br />

(or similar), along with operation of light plant and equipment (incl. certificates in the<br />

operation of tractors, front-end loaders (FEL), chainsaws, and application of<br />

herbicides).<br />

6. Sound understanding of Work Health and Safety (WHS) issues and requirements.<br />

7. High standard of written and oral communications skills.<br />

8. Well-developed record keeping and customer service skills.<br />

9. NSW Class C driver’s licence.<br />

10. Successfully complete an Office of Transport Security background check in order to<br />

obtain an Aviation Security Identification Card (ASIC).<br />

11. Aircraft Radio Operator Certificate of Proficiency.<br />

12. NSW Firearms Licence Category A and B.<br />

Desirable Requirements:<br />

Where a ‘desirable’ qualification or skill listed below is not possessed by the applicant, the<br />

applicant must have the ability to qualify and/or acquire the skill within 3 months of<br />

commencement of employment.<br />

1. Knowledge of, and an ability to apply the standards and practices required by the<br />

Department of Infrastructure and Transport, as set out in the <strong>Port</strong> <strong>Macquarie</strong> Airport<br />

Transport Security Program (TSP) and standard operating procedures.<br />

2. Experience in response to Aviation Security incidents and response to Airport<br />

Emergency Procedures including safe handling of hazardous materials (dangerous<br />

goods).<br />

3. First Aid Certificate.<br />

4. Sound competency in standard <strong>Council</strong> software packages such as MS Word, Excel<br />

and Outlook, and specialised airport operations systems (including security, car park<br />

management etc).<br />

LEGISLATION AND POLICY REQUIREMENTS<br />

You are required to comply with <strong>Council</strong>’s policies & procedures, and relevant legislation<br />

(including CASA, Airservices Australia, and the Office of Transport Security (OTS)) as<br />

outlined in your letter of offer, or as applicable to your position.<br />

repairs to runway pavement and other<br />

herbicide; removal of foreign objects and<br />

debris (FOD); repairs to soft / wet surfaces;<br />

replacement of markers, markings and<br />

lighting; and other general landside civil and<br />

landscaping maintenance.<br />
