A Transportation Plan for the Greenleaf Terrace Neighborhood

Existing Road Infrastructure
Map 2, adapted from the Charlottesville 2007 Comprehensive Plan 4 , clearly shows that
the Greenleaf Terrace neighborhood is connected to surrounding areas by one principal
arterial road (Route 250 Bypass), four minor arterials (Rugby Avenue east, Rose Hill
Drive, Preston Avenue and
Barracks Road) and three
collector roads (Rugby
Avenue west, Rugby Road
and Dairy Road.)
According to the 2007
Charlottesville
Comprehensive Plan,
principal arterial roads carry
the majority of traffic in an
area, including most
through traffic, and minor
arterial roads supplement
the principal arterial
network while providing
more access to collector and
Rugby Avenue
local roads. Collector streets
ensure neighborhood access and mobility, while local streets provide access to individual
properties and are not intended for through service.
Principal Arterial
Route 250 is a 4 lane divided highway with a speed limit of 35 miles per hour. Access to
Route 250 from Greenleaf Terrace is provided at the southern end of the neighborhood by
ramps at the eastern end of Rugby Avenue, and at the northern end of the neighborhood
via Gentry lane and Meadowbrook Heights Road.
Minor Arterial
The four minor arterials (Rugby Avenue east, Rose Hill Drive, Preston Avenue and
Barracks Road) that surround and connect Greenleaf terrace to surrounding
neighborhoods are all two lane non-divided striped roads with posted speed limits of 25
miles per hour. The portion of Rugby Avenue east of Rose Hill Drive is the only one of
these four sections of roadway that has sufficient width and allows for on-street parking.
It is also noteworthy that the same section of road is striped do designate the separation
between parking and travel lanes. All of the intersections involving these minor arterial
roads and connector roads are fully signalized.
