A Transportation Plan for the Greenleaf Terrace Neighborhood

Existing Conditions
General Neighborhood Characteristics
The Greenleaf Terrace neighborhood lies within the Charlottesville corporate limits and
approximately one mile to the north and west of the downtown pedestrian mall. The
neighborhood covers an area of approximately 204 acres and exhibits hilly terrain, with
elevations ranging between 400 and 600 feet above sea level. The rolling topography is a
potential barrier to cycling and walking.
Greenleaf Terrace is
bordered by the Route 250
Bypass to the east and
north, by Rugby Avenue to
the south and by Barracks,
Rugby and Dairy Roads to
the west. Analysis of GIS
data obtained from the City
of Charlottesville 1 reveals
that the study area contains
438 residences, seven
school-related structures
and one church-owned
structure. According to the
2006 Barracks/Rugby
neighborhood plan, about
1% of the housing in the neighborhood is two-family and one structure is designated as
multi-family. The 135 acres of residential property in Greenleaf Terrace has a building
density of 2.5 houses per acre. Much of the eastern portion of the neighborhood is
occupied by the 13 acre Greenleaf Park that contains hiking trails, a playground and other
recreation facilities. The abundance of mature trees in the neighborhood, coupled with
the winding roads and hilly terrain give much of the neighborhood a park-like feeling.
