Timeline: July 2006 – July 2007 Figure 21: Permeable Surfaces Source: Low Impact Development (LID) Center website 3 COMMUNITY FACILITIES / RECREATION Currently, the public school recreation facilities are attempting to meet community recreation needs (softball, basketball and tennis). The recreation facilities at J. Sargeant Reynolds (Goochland campus) have helped alleviate this growing demand. These existing sources, plus the new high school and associated playing fields and facilities in the Courthouse Village, should meet the demands of the community in this near term. However, as demand increases in the Village, it will be necessary to set aside permanent open space, parks and ballfield sites in the Goochland Courthouse Village. Ideally, the reservation of open space should occur in close proximity to residential and business uses so that the maximum convenience is afforded patrons of the facility. Objective 13.3: An interconnected system of bicycle trails will exist throughout the Village Implementation Goochland County Planning staff should petition to the Planning Commission to recommend to the Board of Supervisors the designation of parks and parkways indicated on the Future Land Use Plan map. Timeline: July 2006 – July 2007 Objective 13.4: Existing facilities continue to be made available to the public for recreational uses (High School, Fairgrounds, Community College, etc.) HOUSING Focus Group attendees and residents have stated the recommendation that all future residential development be considered adaptable for a mix of singlefamily, townhouse and cluster housing so that people of a variety of ages and differing income-levels will live in the Village. Villages will best succeed by having a variety of housing types of varying price levels that will be affordable at market rates for those who may not be able to afford the typical suburban lifestyle. Goochland should create a mix of high, middle and low income housing and offer a variety of housing choices. The 2023 Comprehensive Plan calls for provisions for a variety of housing types for different income levels, but does not identify areas where low and moderate-income housing should be located. The villages, certainly Courthouse Village, serve as appropriate locations and this housing mix should be encouraged within its boundaries. The Comprehensive Plan also states that increasing the affordable housing stock should be made to be both attractive and competitive with traditional housing to developers, through the use of incentives. This section explores options for providing incentives to developers to increase the affordable housing stock in the Courthouse Village. Affordable housing can come in a variety of forms, including smaller single-family homes, cluster developments, apartments, condominiums and townhouses. Those who wish to live outside of the Village center may opt for smaller singlefamily dwellings or in a planned unit development, while others may prefer town homes within the core amidst commercial and retail services. Apartments provide a desirable alternative to those more transient residents of lower income. Another alternative is to allow property owners of larger lots to construct secondary residences on their property, such as backyard cottages, garages or second-story apartments (“granny flats”).
