UTILITIES
Goal 10: Adequate infrastructure capacity exists to support
higher density development within Courthouse Village
Objective 10.1: Water and sewer lines will be extended into areas planned for
higher density development (see Future Land Use map)
Implementation
The County will continue to negotiate with the Women’s Correctional Center to
purchase additional water and sewer capacity as the need arises. Partial funding
for the extension of water and sewer lines into areas of new development may
come through hook-up fees charged to developers.
Timeline: Long-Term
ENVIRONMENTAL
Goal 11: Sensitive environmental features are preserved and
protected against development
Objective 11.1: Development, with the exception of certain road extensions and
non-vehicular pathways, will not exist within Wetland zones, along floodplains,
atop of land with slopes of 25% or greater or on poor soil
Objective 11.2: The clear-cut method of development associated with
construction of new subdivisions will be prohibited; trees of significant growth are
preserved
Objectives 11.3: A minimum of twenty-five percent of the land within in the
Village will be maintained as open space (as parks and/or protected land)
Implementation
Goochland County Planning staff should petition to the Planning Commission to
recommend to the Board of Supervisors to adopt a comprehensive management
program to direct and ensure compliance with state environmental standards.
Timeline: July 2006 – July 2007
Goal 12: Environmental considerations are taken into account
with any new development project
Objective 12.1: The amount of impermeable surface constructed is kept at a
minimum – surface parking lots are built of permeable material
