Physical Design Objectives • Incorporate decorative gateways to signify entry/exit into Village center • Adopt design guidelines to be applied to development occurring in the mixed-use Village core Transportation/Parking Objectives • Adopt recommended road connections and proposed trails network • Reduce speed limit along route 6/522 in Village center • Complete installation of sidewalks along major roads • Allow parallel parking along route 6/522 in Village center • Encourage off-street parking to the rear of businesses Utilities Objectives • Extend water and sewer capacity to areas planned for higher-density development Environmental Objectives • Prohibit intense development on environmentally-sensitive lands • Incorporate environmental practices with new development (ie. Permeable surfaces) Housing Objectives • Provide affordable housing options in the form of smaller houses, second-story apartments, affordable units in planned developments Community Facilities/Recreation • Provide additional recreational opportunities through the building of a new park along the James River • Maintain recreational opportunities at existing facilities (ie. High School, fairgrounds, Hidden Rock Park, Community College) Historic Resources Objectives • Maintain, preserve and encourage visitation to existing historic sites and structures It is the hope that recommendations presented in this Plan will result in the creation of a relatively compact, pedestrian-scaled and coherent town with a defined center, which offers of good mix of housing while providing high-quality public and open space. The successful realization of this vision will provide a feasible blueprint for how to direct and manage development to accommodate anticipated future growth in a manner that best preserves the existing rural character of the County.
