at the intersection of Sandy Hook Road and Fairground Road. Approximately 54
lights will need to be purchased and installed to complete the project. To reflect
the historic character of Courthouse Village, the County is proposing to purchase
more of the historically-themed streetlights to match those that have already
been installed in prior phases of this project. These streetlights complement the
historic Courthouse Square and greatly add to the character of the Village.
The County has recognized this need and has begun work to fund and construct
this network. Goochland County has been awarded funding for two phases of
this project through the Virginia Department of Transportation’s Transportation
Enhancement program. Additional work has been completed through the receipt
of private donations. While a great deal of the network has been built, more work
needs to be done to create good connectivity throughout the Courthouse Village.
This project proposes to install approximately 4,000 feet of sidewalk within the
Courthouse Village; 3,000 feet are to be installed along the west side of Route 6
to connect the Courthouse Square, Goochland Library, Goochland Administration
Building and Goochland Elementary School together along with the businesses
and residences that exist on the west side of Route 6.
Another 900 feet of sidewalk is proposed to be constructed adjacent to the
Goochland County Fairgrounds property at the intersection of Sandy Hook Road
and Fairground Road to connect the Courthouse Commons Shopping Center
with the existing network. The Courthouse Commons Shopping Center has
agreed to construct sidewalks and install streetlights on their property to tie into
the County Fairgrounds property. Another 100 feet of sidewalk is required to fill
in gaps throughout the existing network where sidewalks fail to connect. All
sidewalks are proposed to be 5 feet wide and built to be in compliance with
requirements set forth in the Americans with Disabilities Act.
Signage
With the exception of the redundant ‘no parking’ signs in front of the Courthouse
Square and westward towards the high school, there are few signs in the area,
which noticeably adds to the area’s charm. Public uses have minimized their use
of sign and many blend with the quaint character of the area. In contrast, many
of the private business signs are large and are designed with the company logo
or custom advertisement. These private signs are an obvious divergence from
the historic character of the area.
There are few public signs in the area. These consist of road signs and
directional signs. Road signs include instructional signs (such as stop or speed
limit signs) as well as road names and state Route numbers. These signs are
primarily located at road intersections or at midpoints along the roadway
whichever is appropriate. Wherever possible, several of these signs have been
posted on a single pole to reduce the amount of potential sign clutter. The road
signs in the historic courthouse area are all standard VDOT design. Some signs
