The Application and Site<br />
13.1 The application site is an existing 2 ½ storey terraced property on the north side<br />
of Grange Road. The immediate surrounding area is characterised by similar<br />
terraced properties. The property benefits from traditional features, incorporating<br />
bay windows at ground floor level. The property has a yard to the rear, typical of the<br />
properties on Grange Road, with an alley gated back lane.<br />
13.2 Similar proposals for conversions from dwellings to flats have been approved at<br />
Grange Road, notably 102 Grange Road which was granted approval for 4 flats (ref:<br />
H/2008/0239).<br />
13.3 The original scheme has gone through two stages of amendments in light of<br />
concerns relating to the provision of and access to refuse storage and the proposed<br />
inclusion of a partition wall to the ground floor front bay window of the property.<br />
13.4 The application proposes the conversion of an existing 6 bedroom dwelling, into<br />
four self contained flats, two 1 bed and two 2 bed. The application originally<br />
proposed three, 2 bed and one 1 bed, but this has been amended based on<br />
comments relating to the dividing bay wall at the front of the property at ground floor.<br />
All the proposed flats will be self contained with the provision of kitchen, bathroom<br />
and living space facilities.<br />
13.5 The planning history of the property indicates that 78 and 80 Grange Road,<br />
received approval for the “change of use from dwelling to hostel for unemployed,<br />
homeless people and single people on probation” in 1986 (ref: H/1986/0200).<br />
Additionally, in 1990 the property, along with no. 80, received approval for the<br />
“change of use from house in multiple occupation to guest house” (ref:<br />
H/1990/0354). The property then received approval in 2003 for the “change of use<br />
from guest house to single dwelling” (Ref: H/2003/0248) reverting the property back<br />
to its current use.<br />
Publicity<br />
13.6 The application has been advertised by way of neighbour letters (16) site notice<br />
and press advert. To date, there have been 5 letters of support and 3 objections<br />
received. A petition of support containing 25 names was submitted as part of the<br />
application. Two of those have since submitted formal letters of support.<br />
