Members were fully aware of the on-going review of policy in relation to the<br />

use of upvc in conservation areas. In this instance and having regard to this,<br />

Members took the view that the windows were similar to many others on<br />

properties in Clifton Avenue and that their design was not be out of keeping.<br />

The Committee considered representations in relation to this matter.<br />

Plan and the land is owned by the <strong>Council</strong>, the<br />

application be referred to the Secretary of State<br />

for consideration in the first instance. Should<br />

the Secretary of State decide that the application<br />

can be determined by the Local Planning<br />

Authority the final decision was delegated to the<br />

Development Control Manager.<br />
