was granted. Unfortunately due to unforeseen circumstances the unit has not<br />

been made available for lease to the PCT.<br />

11.3.5 As the funding relating to the establishment of the new practice is<br />

closely related to the delivery of services from 1st April 2009 it was essential<br />

that another solution was identified in the short term. The application to<br />

site the modular buildings on the hard standing will allow time for a<br />

permanent solution to be identified. We are working closely with the<br />

managing agents for the shopping centre and have established relations with<br />

the Fens Residents group and local councillors as well as the Local Authority<br />

Business Development Team and are hoping to identify a permanent solution<br />

within the area of the Shopping Centre.<br />

11.3.6 At this stage we are asking for permission for up to 2 years to give<br />

us an achievable timescale in which to identify and act on that solution.<br />

The Application and Site<br />

11.4 The site to which this application relates is an area of concrete hard standing<br />

directly to the north of the Fens Shopping Parade.<br />

11.5 The plans indicate the provision of a building with an area of approximately<br />

230m2 to create the following:-<br />

• 3 Consultation Rooms<br />

• Reception<br />

• Waiting Area<br />

• General Office<br />

• Nurse Treatment Room<br />

• Utility<br />

• Kitchen<br />

• Disabled W.C<br />

• Unisex W.C.<br />

• Cleaners Store<br />

• General Store<br />

11.6 The applicant is entering into an agreement with the owner of the shopping<br />

parade for use of the existing car park to serve the proposed development. The car<br />

park currently has 91 car parking bays and 4 disabled parking bays.<br />

11.7 The applicant has done a consultation exercise consisting of a public display of<br />

the plans at the Fens Public House on the two schemes and a presentation to the<br />

Fens Residents Association.<br />

Publicity<br />

11.8 The application has been advertised by way of neighbour letters (46) and the<br />

posting of 2 site notices. To date, there have been no letters of objection or<br />

comments received.<br />
