Background<br />

11.1 This is one of two applications submitted by the <strong>Hartlepool</strong> and North Tees<br />

Primary Health Trust for the siting of a temporary doctors surgery at the Fens<br />

Shopping Parade.<br />

11.2 The two applications are 2 options to provide the required accommodation and<br />

follow a recent planning approval (H/2008/0570) for the change of use of 424 – 426<br />

Catcote Road (on the shopping parade) to a permanent GP Surgery.<br />

11.3 The applicant has given the following information as background to this<br />

application:<br />

11.3.1 Our NHS Our Future, and the Darzi Interim NHS Next Stage<br />

Review (NSR) emphasised the need to develop care outside of hospitals and<br />

in particular prioritised improvements in access to GP led primary care<br />

services. There was a commitment to establish at least 150 GP led health<br />

centres as well as 100 new GP practices in areas of greatest need and so<br />

<strong>Hartlepool</strong> PCT is tasked to develop 1 health centre and 2 additional GP<br />

practices.<br />

11.3.2 Procurements have been taking place over the last year to ensure<br />

that services commence on 1st April 2009. This has always been a very<br />

challenging timescale.<br />

11.3.3 A 13 week consultation process completed on 4 August 2008 was<br />

designed to ensure that the proposals are reflective of local need and views<br />

and opinions have been collected from a number of stakeholders including<br />

the local population, Practice Based Commissioning groups, GP practices,<br />

feedback from prior consultations and a range of departments and individuals<br />

across both the PCT and local authority.<br />

11.3.4 The outcome of the consultations led to the recommendation to site<br />

one of the GP practices in the Fens Ward. A shop unit within the Local<br />

Centre (424 – 426) was identified and planning permission for change of use<br />
