30. This is another blow to maintaining Hutton Avenue as a residential area.<br />

There are numerous multi occupancy facilities in Hutton and another one is<br />

not wanted.<br />

31. The development would change the ambience detrimentally.<br />

32. Need to consider the immediate and longer-term impact upon the<br />

environment and community.<br />

33. The residential character that has already been eroded and could well be<br />

irreparably damaged through the introduction of a bed and breakfast.<br />

34. Grave concern that once a property is converted fit for business use, then<br />

realistically the future prospects of converting back to a residential dwelling,<br />

will be outweighed by the prohibitive financial implications.<br />

35. The proposed plans make no provision for a separate residents lounge or<br />

dining area, a reception area nor a liquor licence. Objector questions whether<br />

the applicant is intending to secure residents attracted to <strong>Hartlepool</strong>’s tourist<br />

attractions.<br />

36. ‘North East Lincolnshire Local Plan (Supplementary Planning Guidance<br />

Notes) define bed and breakfast guesthouses as providing accommodation<br />

for people with no other permanent place of residence as distinct from hotels<br />

which provide accommodation for temporary visitors to an area’.<br />

37. List of guesthouses in <strong>Hartlepool</strong> produce by objector who states ‘this survey<br />

of guesthouses clearly illustrates that none of the above establishments are<br />

sited in predominantly residential areas’<br />

38. The primary objection of a Conservation Area is to actively encourage<br />

residents to re-instate original features for example boundary walling. The<br />

provision of a wider dropped kerb will prohibit this.<br />

39. The proposed parking arrangements would lead to the residents of the bed<br />

and breakfast to ‘juggle’ their vehicles to unblock vehicles of others staying at<br />

the guest house.<br />

40. Lack of control of residents will culminate in unacceptable noise disturbance.<br />

41. Such businesses, if they are experiencing under occupancy, will become<br />

increasingly reliant upon accepting bookings from referral sources i.e.<br />

Homeless Protocol Teams, <strong>Council</strong>/private Let evictions, custodial<br />

resettlement teams, mental health services etc.<br />

42. The majority of guest rooms will face onto side of 38 Hutton Avenue and the<br />

privacy once enjoyed by 38 Hutton Avenue will be lost.<br />

9.11 The following consultation replies have been received:<br />

Head of Traffic and Transportation – No objection subject to conditions<br />

Head of Public Protection – No objections subject to conditions requiring sound<br />

insulation measures upon the party wall (if necessary), 24-hour management of the<br />

operation and that no function facilities will be created for non guests.<br />
