The Application and Site<br />
7.1 The application seeks detailed planning consent to extend a carriageway to<br />
provide off street parking within an area of public open space at the end of a cul-desac<br />
adjacent to 9 and 11 Spenser Grove. The proposed area of hardstanding<br />
measures 10m in length at a width of 12m. The plans submitted also indicate the<br />
provision of bollards.<br />
Publicity<br />
7.2 The application has been advertised by way of neighbour letters (6) a site notice<br />
and a press advert. To date, there has been no letters of objection.<br />
7.3 The time period for publicity expires on the 20 th February 2009. Details of any<br />
further representation received will be included in an update report.<br />
Consultations<br />
7.4 The following consultation replies have been received:<br />
Head of Public Protection – No Objection<br />
Head of Traffic and Transportation – The proposal will help reduce the parking<br />
problems within the cul-de-sac and improve access for residents. There are no<br />
major implications providing the access to No 9 and 11 are maintained.<br />
Planning Policy<br />
7.5 The following policies in the adopted <strong>Hartlepool</strong> Local Plan 2006 are relevant to<br />
the determination of this application:<br />
GEP1: States that in determining planning applications the <strong>Borough</strong> <strong>Council</strong> will<br />
have due regard to the provisions of the Development Plan. Development should be<br />
located on previously developed land within the limits to development and outside<br />
the green wedges. The policy also highlights the wide range of matters which will<br />
be taken into account including appearance and relationship with surroundings,<br />
effects on amenity, highway safety, car parking, infrastructure, flood risk, trees,<br />
