The Application and Site<br />
6.1 The application site is part of land within the approved Middle Warren<br />
development. To the north and west of the site is proposed future residential<br />
development, to the east lies the Joseph Rowntree Development of Hartfields, and to<br />
the south lies the Green Wedge.<br />
6.2 The proposal involves the development of a temporary car park with 33 car<br />
parking spaces. The agent has confirmed that the temporary car park would be<br />
required to mitigate the current issues with regard to parking in the main building<br />
access area.<br />
6.3 The application site currently has a stoned surface and is being used for site<br />
personnel as a temporary car park, however the agent has confirmed that this<br />
requires a more suitable surface for pedestrian use due to Health and Safety<br />
Reasons.<br />
Publicity<br />
6.4 The application has been advertised by way of neighbour letters (15), site<br />
notices. To date, there have been 3 letters of no objection and 2 letter of objection.<br />
6.5 The concerns raised are:<br />
1. the need for 33 car parking spaces is excessive<br />
2. is there a need for 33 car parking spaces<br />
3. this will cause more traffic using Merlin Way and Bluebell Way roundabout<br />
4. the car park would encroach on the area designated for the Neighbourhood<br />
Park and would give a negative message to residents<br />

6.6 The period for publicity expires prior to the Planning Committee should any<br />
