The Application and Site<br />
5.1 The application site is within the approved Middle Warren development and<br />
comprises part of the Neighbourhood Park and an area within the Joseph Rowntree<br />
development of Hartfields. To the north of the site is proposed future residential<br />
development, to the east lies the remainder of Hartfields which is still under<br />
construction, to the south lies the Green Wedge, and to the west is the future<br />
Neighbourhood Park.<br />
5.2 <strong>Hartlepool</strong> Primary Care Trust are proposing to incorporate a doctors surgery w ithin the<br />
Hartfields extra care facility w hich is still under construction. No external alterations are<br />
proposed to the approved Hartfields scheme, how ever internal alterations are proposed<br />
which would involve the alterations of existing offices, seating area and meeting room<br />
associated w ith Hartfields staff.<br />
5.3 The surgery is proposed to accommodate a maximum of 3 doctors.<br />
5.4 The proposal involves the development of a car park w ith 62 car parking spaces w ithin<br />
the area allocated for a Neighbourhood Park. The car park w ould compromise 21 spaces<br />
associated w ith the proposed doctors surgery, and 41 spaces associated w ith the<br />
Neighbourhood Park. The park is to be developed on a phased basis.<br />
Publicity<br />
5.5 The application has been advertised by way of neighbour letters (15), site<br />
notices. To date, there have been 3 letters of no objection a petition against the<br />
development with 21 signatures and 1 letter of comment.<br />
5.6 The concerns raised in the petition are:<br />
1. noise, disturbance and privacy<br />
2. better to locate the doctors surgery near Sainsbury’s and the Tall Ships<br />
5.7 The letter of comment was from the Middle Warren Residents Association and<br />
raised no objection to the scheme however there is concerns regarding the parking<br />
