Consultations<br />
3.7 The following consultation replies have been received:<br />
Public Protection - No objection<br />
Economic Development - No objection, particularly as it will extend the visitor<br />
season to <strong>Hartlepool</strong> and therefore the visitor economy at a potentially quieter<br />
period.<br />
Traffic & Transportation - There are no major highway implications with this<br />
application.<br />
Dalton Piercy Parish <strong>Council</strong> - Concerns for the following reasons:<br />
1. There is minimal possibility that caravanners would be on the road in the months<br />
asked for in the change of opening hours.<br />
2. How would it be commercially viable to open in those months.<br />
3. The club house should be restricted to those who are resident onsite; there are<br />
suggestions that it is being used as a pub.<br />
4. As a result of the above the <strong>Council</strong> would like to see the hours remain as they<br />
are.<br />
Planning Policy<br />
3.8 The following policies in the adopted <strong>Hartlepool</strong> Local Plan 2006 are relevant to<br />
the determination of this application:<br />
GEP1: States that in determining planning applications the <strong>Borough</strong> <strong>Council</strong> will<br />
have due regard to the provisions of the Development Plan. Development should be<br />
located on previously developed land within the limits to development and outside<br />
the green wedges. The policy also highlights the wide range of matters which will<br />
be taken into account including appearance and relationship with surroundings,<br />
effects on amenity, highway safety, car parking, infrastructure, flood risk, trees,<br />
landscape features, wildlife and habitats, the historic environment, and the need for<br />
high standards of design and landscaping and native species.<br />
GEP2: States that provision will be required to enable access for all (in particular for<br />
people with disabilities, the elderly and people with children) in new developments<br />
where there is public access, places of employment, public transport and car parking<br />
schemes and where practical in alterarations to existing developments.<br />
GEP3: States that in considering applications, regard will be given to the need for the<br />
design and layout to incorporate measures to reduce crime and the fear of crime.<br />
Rur1: States that the spread of the urban area into the surrounding countryside<br />
beyond the urban fence will be strictly controlled. Proposals for development in the<br />
countryside will only be permitted where they meet the criteria set out in policies<br />
Rur7, Rur11, Rur12, Rur13 or where they are required in conjunction with the<br />
development of natural resources or transport links.<br />
