The Application and Site<br />
3.1 Ashfield Farm is located approximately 1 km to the north east of Dalton Piercy<br />
and consists of a smallholding. The site adjoins a paddock along its eastern<br />
boundary, also in the applicant’s ownership. The overall holding is part of a cluster<br />
of holdings which are being used for various commercial and rural related<br />
enterprises. The site is accessed from Dalton Back Lane via a track some 300m in<br />
length.<br />
3.2 The application site is an operating touring caravan and camping site, which was<br />
approved by Members on the 8 th August 2006. This was approved with some 13<br />
conditions including that the site be restricted to the months of March to October,<br />
and the requirement for the erection of an acoustic fence in a location to be agreed.<br />
The site has been operational since March 2008.<br />
3.3 An application to provide a licensed clubhouse on the site was refused by<br />
Members on the 1 st August 2007, however was subsequently allowed on appeal on<br />
13 th December 2007, subject to conditions.<br />
3.4 The application proposes to vary the opening of the touring caravan and camping<br />
site, including clubhouse to between the 1 st April to 31 st January inclusive. The<br />
application also proposes to remove the condition on the approval which requires an<br />
acoustic fence to part of the site boundary.<br />
3.5 The application was deferred from the November Planning Committee as there<br />
was an error in advertising the proposal, this has now been rectified. The application<br />
was deferred form the December Planning Committee at the request of the applicant<br />
to allow further discussions.<br />

3.6 The application has been advertised by way of neighbour letters (10), site notice<br />
and press notice. To date, there have been 4 letters of no objection, 4 letters of<br />
objection (3 anonymous), 1 letter of comment and 3 letters of support.<br />
