4. In addition to the above Able have advised of the other monitoring regimes in<br />
operation on the site. These include external audits under relevant quality<br />
assurance codes eg ISO’s, client monitoring, a number of other consultants in<br />
addition to Frank Portlock and Scott Wilson and monitoring by other regulators.<br />
With regard to the latter they have indicated the following.<br />
1 Environment Agency (EA) inspections to ensure Waste Management<br />
Licence compliance.<br />
2 Environment Agency (EA) inspections to ensure discharge<br />
consents compliance.<br />
3 Environment Agency (EA) inspections to ensure Trans Frontier<br />
Shipment compliance.<br />
To fulfil the above the EA carry out inspections on a monthly frequency.<br />
The inspections are based on either a formulated plan, targeted auditing or<br />
routine visits (unannounced). The inspections may be undertaken in a<br />
short visit or more prolonged (1 or 2 days) if the inspection is a detailed<br />
targeted assessment.<br />
The inspections cover permitted activities, infrastructure, general<br />
management, emissions, records, maintenance and resources.<br />
4 Health and Safety Executive (HSE) sample inspections for asbestos<br />
specific works and all work in general.<br />
5 Health & Safety Executive (HSE) sample inspections for asbestos<br />
import exemption permits oversight.<br />
To fulfil the above the HSE undertake sample inspections. The frequency<br />
is for around 6 inspections per year, the timing of which depends on the<br />
phasing of the works being undertaken.<br />
The HSE may enter asbestos enclosures, they check work areas,<br />
resources, documents and records.<br />
