15.1 The proposal is considered to be a positive additional to the tourism economy,<br />
and the design is considered to be innovative and unique. A response is still awaited<br />
from the Environment Agency regarding this development, however subject to no<br />
objection it is recommended that the proposal is approved.<br />
RECOMMENDATION – Minded to APPROVE subject to the following conditions and<br />
no objection from the Environment Agency, however final decision delegated to the<br />
Development Control Manager in consultation with the Chair of the Committee<br />
1. The development to which this permission relates shall be begun not later<br />
than three years from the date of this permission.<br />
To clarify the period for which the permission is valid.<br />
2. Details of all external finishing materials shall be submitted to and approved<br />
by the Local Planning Authority before development commences, samples of<br />
the desired materials being provided for this purpose.<br />
In the interests of visual amenity.<br />
3. Development shall not commence until a detailed scheme for the disposal of<br />
foul and surface water from the development hereby approved has been<br />
submitted to and approved in writing by the Local Planning Authority.<br />
Thereafter the development shall be carried out in accordance with the<br />
approved details.<br />
To ensure that foul and surface water are adequately dealt with.<br />
4. The development hereby permitted shall be carried out in accordance with the<br />
plans and details received by the Local Planning Authority on 11th December<br />
2008, 27th and 29th January 2009, unless otherwise agreed in writing by the<br />
Local Planning Authority.<br />
For the avoidance of doubt<br />
5. A scheme to incorporate energy efficiency measures and embedded<br />
renewable energy generation shall be submitted to and agreed in writing by<br />
the Local Planning Authority. Thereafter the scheme shall be implemented in<br />
accordance with the approved details, unless otherwise agreed in writing by<br />
the Local Planning Authority.<br />
To encourage sustainable development.<br />
6. The development shall incorporate 'secured by design' principles. Details of<br />
proposed security measures shall be submitted to and agreed in writing with<br />
