Other Matters<br />

11.13 Members may be aware that the shopping parade suffers from a number<br />

incidents of anti social behaviour. Cleveland Police’s Burglary and Architectural<br />

Liaison Officer has indicated that the proposed surgery may be at risk of burglary<br />

and criminal damage and as such has recommended a number of security measures<br />

to be incorporated in to the design of the structures to prevent such issues occurring.<br />

Such details can and will be agreed by way of planning condition.<br />

11.14 Given that the unit will be in very close proximity to the external stairwell<br />

serving the first floor residential properties it is considered necessary, and has in fact<br />

been offered by the applicant, to install security measures upon the stairwell to<br />

prevent access to the roof of the surgery etc. The <strong>Council</strong>’s Community Safety<br />

Officer has also commented on the security of the unit and in turn the stairwell and<br />

has requested that the provision of CCTV cameras be investigated Such details will<br />

be required and controlled by way of a planning condition.<br />

11.15 Northumbrian Water Ltd have been consulted upon the application and have<br />

determined that that the proposed structure will be built over a public sewer and as<br />

such diversion or relocation of the apparatus may be required at the applicants full<br />

cost. They have suggested a planning condition requiring a detailed scheme for the<br />

build to avoid building over the sewer which has been reproduced below. The<br />

applicant is currently in direct discussions with Northumbrian Water Ltd regarding<br />

this issue.<br />

Conclusion<br />

11.16 In conclusion it is considered that the proposed use is acceptable in this<br />

location and conforms to the policies and proposals held within the <strong>Hartlepool</strong> Local<br />

Plan. However the proposed structure is not considered suitable for permanent<br />

retention given the proposed construction materials and external appearance. As the<br />

applicant has only applied for a temporary consent the proposal is considered<br />

acceptable.<br />

11.17 It is for the reasons discussed above and subject to the conditions set out<br />

below that the application is recommended for approval.<br />

RECOMMENDATION – APPROVE subject to the conditions below:-<br />

1 The development to which this permission relates shall be begun not later than<br />

three years from the date of this permission.<br />

To clarify the period for which the permission is valid.<br />

2 The building hereby approval shall be removed from the site and the land<br />

restored to its former condition on or before 1 April 2011 in accordance with a<br />

scheme of work to be submitted to and approved in writing by the Local Planning<br />

Authority unless prior consent has been obtained to an extension of this period.<br />

The building is not considered suitable for permanent retention on the site.<br />
