4.1<br />

without the prior consent of the Local Planning Authority that the application is<br />

recommended for approval.<br />

RECOMMENDATION – Approve subject to the following planning conditions and a<br />

unilateral undertaking to enable control of any advertising on the premises:-<br />

1) The development to which this permission relates shall be begun not later than<br />

three years from the date of this permission.<br />

To clarify the period for which the permission is valid.<br />

2) The premises shall be used as a bed and breakfast establishment only and for no<br />

other purpose (including any other purpose in Class C1 of the Schedule to the Town<br />

and Country Planning (Use Classes) Order 1987 or in any provision equivalent to<br />

that Class in any statutory instrument revoking or re-enacting that Order with or<br />

without modification.<br />

In the interests of the amenities of the occupants of neighbouring properties.<br />

3) Food or drink provided at the premises shall only be for the consumption of guests<br />

residing at the premises and not for general members of the public.<br />

In the interests of the amenities of the occupants of neighbouring properties and the<br />

character of the conservation area.<br />

4) No more than 10 guest rooms shall to be provided in the bed and breakfast<br />

hereby permitted at any one time.<br />

5) The use hereby approved shall not commence until a scheme for the parking of<br />

vehicles visiting the site including details of proposed surfacing, carriage crossing<br />

details and method of construction has been submitted for the consideration and<br />

approval of the Local Planning Authority.<br />

In the interests of highway safety.<br />

6) Before the use hereby approved commences the approved car parking scheme<br />

and associated carriage crossing(s) shall be provided in accordance with the<br />

approved details. Thereafter the scheme shall be retained for its intended purpose at<br />

all times during the lifetime of the development.<br />

In the interests of highway safety.<br />

7) Prior to the commencement of the use of the premises as a bed and breakfast<br />

establishment a scheme for a boundary treatment (brick wall) to the front of the<br />

property including details of tree protection measures shall be submitted to and<br />

approved in writing by the Local Planning Authority. Once approved the scheme<br />

shall be implemented before the use comes into operation and shall be retained as<br />

such throughout the lifetime of the development unless otherwise agreed in writing<br />

by the Local Planning Authority.<br />

In the interests of the character of the conservation area and the health and<br />

appearance of the preserved tree.<br />

8) There shall be a member of staff on site at all times when the property is in use as<br />

bed and breakfast establishment.<br />
