5.1 Since the writing of the committee report the <strong>Council</strong>’s Engineering Consultancy<br />
Team has confirmed that there are no objections to the proposal subject to final<br />
details of the drainage systems for the car park to be first agreed with the Local<br />
Planning Authority. This can be controlled via planning condition.<br />
5.2 As indicated in the original committee report it is considered that the<br />
incorporation of a doctor’s surgery into the Hartfield’s development would be<br />
complimentary and a benefit to the area in terms of facilities offered.<br />
5.3 The dedication of 21 car parking spaces within the proposed car park is<br />
considered sufficient for the operation of the doctor’s surgery based on a maximum<br />
of 3 doctors operating within the surgery. It is also considered that the 41 car<br />
parking spaces remaining are adequate for visitors to the Neighbourhood Park and<br />
Greenwedge once they are fully developed. The legal agreement referred to in the<br />
original committee report would need a deed of variation regarding the dedication of<br />
21 car parking spaces to be associated with the doctor’s surgery within the proposed<br />
Neighbourhood Park car park.<br />
RECOMMENDATION – APPROVE subject to a variation of the legal agreement for<br />
Middle Warren to allow 21 spaces within the Neighbourhood Park car park to be<br />
dedicated for the doctor’s surgery use and the following conditions:<br />
1. The development to which this permission relates shall be begun not later<br />
than three years from the date of this permission.<br />
To clarify the period for which the permission is valid.<br />
2. Notwithstanding the submitted details, and before the car park hereby<br />
approved is brought into use, the car park shall be laid out and drained in<br />
accordance with revised details, to be first submitted for the consideration and<br />
approval of the Local Planning Authority. Thereafter the car park shall be<br />
retained in accordance with the approved details for the lifetime of the<br />
development, unless otherwise agreed in writing by the Local Planning<br />
Authority.<br />
