Planning Considerations<br />
14.12 The main considerations in this instance is the appropriateness of the proposal<br />
in terms of the policies and proposals held within the <strong>Hartlepool</strong> Local Plan, in<br />
particular the principle of the development, visual amenity, residential amenity and<br />
the effect upon highway safety.<br />
14.13 As the period of publicity has not expired and consultation response from<br />
statutory consultees is awaited on both applications, a full update report with<br />
recommendation will need to be created.<br />
14.14 It is considered necessary to bring this application to the attention of Members<br />
as soon as practical given both the nature of the application the time constraints<br />
associated with the funding for the scheme.<br />
