operating and personal licences. It is also w orth noting that concerns about manufacture,<br />

supply or repair of gaming machines are not dealt w ith by the licensing authority but should<br />

be notified to the Gambling Commission.<br />

This licensing authority also keeps itself informed of developments as regards the w ork of<br />

the Better Regulation Executive in its consideration of the regulatory functions of local<br />

authorities.<br />

Bearing in mind the pr inciple of transparency, this licensing authority’s<br />

enforcement/compliance protocols/written agreements are available upon request to the<br />

licensing department, <strong>Hartlepool</strong> <strong>Borough</strong> <strong>Council</strong>, Civic Centre, <strong>Hartlepool</strong>, TS24 8AY. Our<br />

risk methodology is also available upon request.<br />

8. Licensing authority functions<br />

Licensing authorities are required under the Act to:<br />

• Be responsible for the licensing of premises w here gambling activities are to take place<br />

by issuing Premises Licences<br />

• Issue Provisional Statements<br />

• Regulate members’ clubs and miners’ welfare institutes who w ish to undertake certain<br />

gaming activities via issuing Club Gaming Per mits and/or Club Machine Per mits<br />

• Issue Club Machine Permits to Commercial Clubs<br />

• Grant permits for the use of certain low er stake gaming machines at unlicensed Family<br />

Entertainment Centres<br />

• Receive notifications from alcohol licensed premises (under the Licensing Act 2003) for<br />

the use of two or few er gaming machines<br />

• Issue Licensed Premises Gaming Machine Permits for premises licensed to sell/supply<br />

alcohol for consumption on the licensed premises, under the Licensing Act 2003, w here<br />

there are more than tw o machines<br />

• Register small society lotteries below prescribed thresholds<br />

• Issue Prize Gaming Permits<br />

• Receive and Endorse Temporary Use Notices<br />

• Receive Occasional Use Notices<br />

• Provide information to the Gambling Commission regarding details of licences issued<br />

(see section above on ‘information exchange)<br />

• Maintain registers of the permits and licences that are issued under these functions<br />

It should be noted that licensing authorities are not to be involved in licensing remote<br />

gambling at all, w hich is regulated by the Gambling Commission via operating licences.<br />
