Organisation: Focus Humanitarian Assistance
Preamble / Introductory comments
FOCUS was granted full membership in March 2009.
FOCUS’ efforts in 2009 were mainly focused around the two HAP baseline audits (FOCUS Europe in May ’09 and FOCUS India in
November ‘09) and the results have been integrated into the humanitarian accountability framework (HAF).
The HAP baselines have been a learning curve in attainting accountability at all levels.
1. Institutional Commitment (Principles 1, 2 & 7)
Key goal for 2009 Achievements / challenges / lessons learned 2010 objectives
Develop FOCUS’ draft HAF to a point where it
can start to be rolled out across the units.
The lessons learned/guidance from the two
HAP baseline audits (head office and field
unit) have resulted in a draft HAF ready for
ratification by the other units and trustees.
Roll out the HAF to all FOCUS units
Ensure key processes are in place for HAP
certification in 2010, including complaints
mechanism, accountability framework, quality
management systems etc.
2. Accountability in humanitarian action (Principles 3,4,6 & 7)
Key goal for 2009 Achievements / challenges / lessons learned 2010 objectives
Raise awareness based on FOCUS’ HAF Humanitarian action accountability is one of
the key elements of FOCUS’ HAF.
Membership to People in Aid
3. Monitoring and Evaluation (Principle 5)
Key goal for 2009 Achievements / challenges / lessons learned 2010 objectives
Establish monitoring systems at all levels M & E is one of the key elements of HAF and
of FOCUS’ humanitarian programmes which
enables us to fulfil our commitments to quality
and accountability.
Further increase accountability to
beneficiaries in FOCUS’ humanitarian
programmes
Develop standard templates/minimum
standards to ensure accountability through all
levels in the programme
A common reference point for all units using
FOCUS’ TOOLBOX
Further participation of FOCUS’ TOOLBOX
and a common approach to impact and M & E
within FOCUS.

4. Addressing Complaints (Principle 6)
Key goal for 2009 Achievements / challenges / lessons learned 2010 objectives
Open communication both for staff,
beneficiaries and other stakeholders and
develop a formal complaints procedure
FOCUS has an open communication system
for receiving feedback and complaints. The
challenge is to develop a formal Complaint
and Response procedure that will be followed
systematically
A complaint handling system will be in place
with a roll-out plan
Case Study Example: Good practice in humanitarian accountability and quality management – Summary version
Plans with regard to: undertaking a baseline analysis, a certification audit, or mid term certification review
Conduct workshops in 2010 on baseline analysis in host countries; where relevant, staff from neighbouring countries will also attend to gain
hands-on experience on how to undertake a baseline analysis of their respective programmes. This is with a view to have FOCUS’ units
undertaking a baseline analysis and certification by the end of 2010. A workshop dedicated to HAF and HAP is being organised as a global
Programme Officers meeting in 2010 in Pakistan.
Progress in / highlights from the field (if not otherwise covered above)
FOCUS India have developed a HAF
Summary / Other comments
The baseline analysis has been a useful means of identifying any gaps in quality management commitments at HQ level and in the field, where
the commitments are applied. The exercise was also a platform for explaining the HAP Standard to FOCUS’ staff.
