Preamble / Introductory comments<br />
FOCUS was granted full membership in March 2009.<br />
FOCUS’ efforts in 2009 were mainly focused around the two <strong>HAP</strong> baseline audits (FOCUS Europe in May ’09 and FOCUS India in<br />
November ‘09) and the results have been integrated into the humanitarian accountability framework (HAF).<br />
The <strong>HAP</strong> baselines have been a learning curve in attainting accountability at all levels.<br />
1. Institutional Commitment (Principles 1, 2 & 7)<br />

Develop FOCUS’ draft HAF to a point where it<br />
can start to be rolled out across the units.<br />
The lessons learned/guidance from the two<br />
<strong>HAP</strong> baseline audits (head office and field<br />
unit) have resulted in a draft HAF ready for<br />
ratification by the other units and trustees.<br />
Roll out the HAF to all FOCUS units<br />
Ensure key processes are in place for <strong>HAP</strong><br />
certification in 2010, including complaints<br />
mechanism, accountability framework, quality<br />
management systems etc.<br />
2. Accountability in humanitarian action (Principles 3,4,6 & 7)<br />
Key goal for 2009 Achievements / challenges / lessons learned 2010 objectives<br />
Raise awareness based on FOCUS’ HAF <strong>Humanitarian</strong> action accountability is one of<br />
the key elements of FOCUS’ HAF.<br />

3. Monitoring and Evaluation (Principle 5)<br />

Establish monitoring systems at all levels M & E is one of the key elements of HAF and<br />
of FOCUS’ humanitarian programmes which<br />
enables us to fulfil our commitments to quality<br />
and accountability.<br />
Further increase accountability to<br />
beneficiaries in FOCUS’ humanitarian<br />
programmes<br />
Develop standard templates/minimum<br />
standards to ensure accountability through all<br />
levels in the programme<br />
A common reference point for all units using<br />
FOCUS’ TOOLBOX<br />

4. Addressing Complaints (Principle 6)<br />

Open communication both for staff,<br />
beneficiaries and other stakeholders and<br />
develop a formal complaints procedure<br />
FOCUS has an open communication system<br />
for receiving feedback and complaints. The<br />
challenge is to develop a formal Complaint<br />
and Response procedure that will be followed<br />
systematically<br />

Case Study Example: Good practice in humanitarian accountability and quality management – Summary version<br />
Plans with regard to: undertaking a baseline analysis, a certification audit, or mid term certification review<br />
Conduct workshops in 2010 on baseline analysis in host countries; where relevant, staff from neighbouring countries will also attend to gain<br />
hands-on experience on how to undertake a baseline analysis of their respective programmes. This is with a view to have FOCUS’ units<br />
undertaking a baseline analysis and certification by the end of 2010. A workshop dedicated to HAF and <strong>HAP</strong> is being organised as a global<br />
Programme Officers meeting in 2010 in Pakistan.<br />

Summary / Other comments<br />
The baseline analysis has been a useful means of identifying any gaps in quality management commitments at HQ level and in the field, where<br />
the commitments are applied. The exercise was also a platform for explaining the <strong>HAP</strong> Standard to FOCUS’ staff.<br />
