THE FRIENDS OF THE LIBRARY<br />

The Friends <strong>of</strong> the <strong>Library</strong> continue to be an energetic, positive force for the <strong>Library</strong>! Thank you<br />

Friends! They were responsible in 2006 for a reception for current and former trustees during<br />

National <strong>Library</strong> Week; the purchase <strong>of</strong> all <strong>of</strong> our museum passes; the funding for programs such as<br />

Peter Fletcher, classical guitarist, and Wayne from Maine; a donation <strong>of</strong> large print books in memory<br />

<strong>of</strong> the Director’s mother; new furniture in the Children’s Room; and fundraising via book sales, bake<br />

sales, and craft sales for new materials for the <strong>Library</strong>. In conjunction with the Children’s Room and<br />

Centre School, the Friends invite all first grade students to come to a children’s book sale. They have<br />

a tour <strong>of</strong> the children’s library which includes telling them how to get a library card if they don’t have<br />

one; they attend a story time; and the big attraction is they are each given a quarter and allowed to pick<br />

out and buy their own book at their reading level.<br />

Trustees:<br />

The <strong>Library</strong> was happy to have the support and assistance <strong>of</strong> an active Board <strong>of</strong> Trustees. The Board,<br />

which meets the third Thursday <strong>of</strong> each month, consists <strong>of</strong> Sara Casassa, Bob Frese, Judy Geller, Mary<br />

Lou Heran ,Bridgit Valgenti and Alternates Dot Gooby and Linda Sadlock.<br />

- MOSQUITO CONTROL COMMISSION -<br />

Late in 2005, with the threat <strong>of</strong> another default budget being passed at the 2006<br />

<strong>Town</strong> Meeting, the commission opted to obtain signatures for a citizen’s petition<br />

for the funds needed to carry out a full- season larviciding program, and for<br />

adulticiding from late July into September, when the mosquitoes that are<br />

known carriers <strong>of</strong> West Nile Virus (WNV) and Eastern Equine Encephalitis<br />

(EEE) are most active. Fortunately for the residents and visitors <strong>of</strong> <strong>Hampton</strong>,<br />

this article passed overwhelmingly. As a result, the funds were available when, in mid-July, the State<br />

declared all <strong>of</strong> Rockingham County a “public health threat” for the spread <strong>of</strong> the previously mentioned<br />

arboviral diseases, and our contractor was able to do the adulticiding (road-side spraying) that had<br />

been removed by the Selectmen from the previous year’s budget.<br />

Due to the number <strong>of</strong> human cases <strong>of</strong> EEE in NH, the State Legislature passed HB1464 in the spring<br />

<strong>of</strong> 2006. This bill was designed to assist cities and towns with their battles against the mosquito<br />

population, and is overseen by the Department <strong>of</strong> Health and Human Services. In a nutshell, it<br />

provides for up to 25% reimbursement <strong>of</strong> the mosquito-abatement funds expended by a municipality<br />

once that municipality has been determined to be a “health threat”. In addition, the city or town must<br />

deliver, and DHHS must approve, a “comprehensive mosquito control plan” and complete an<br />

application for funds showing why funding assistance is necessary, along with pro<strong>of</strong> <strong>of</strong> the money<br />

already expended. We are happy to report that, with the assistance <strong>of</strong> our <strong>Town</strong> Health<br />

Officer/Building Inspector/Code Enforcer, Mr. Kevin Schultz, we were able to complete all the steps<br />

necessary to apply for the available funds, and DHHS approved our request, in the amount <strong>of</strong> $9,799.<br />
