trenches on Mill Rd. and Drakeside road. We are also sad to report that hundreds <strong>of</strong> houses had<br />
flooded basements because <strong>of</strong> this continued wet weather.<br />
A very strong weather front with winds gusting up to 60 MPH swept through the area in October<br />
leaving many trees toppled and/or damaged in its wake. A number <strong>of</strong> sections <strong>of</strong> <strong>Town</strong> were entirely<br />
blocked <strong>of</strong>f by downed trees and live electrical wires. Cleanup was conducted throughout the<br />
following week. Once again fees were waived at the transfer station for storm related tree and limb<br />
disposal.<br />
Snow fall in the Seacoast area during 2006 was minimal. There were only six plowable storms with a<br />
total accumulation <strong>of</strong> 31” <strong>of</strong> snow. We used less than half the amount <strong>of</strong> salt as was used in 2005.<br />
Unfortunately, there are no guarantees in regards to weather so we must always plan for the worst.<br />
The March ’06 <strong>Town</strong> Meeting appropriated $350,000 in funds for Capital Road Improvement projects.<br />
The department initiated full depth reconstruction projects on Brown Avenue, Huckleberry <strong>Lane</strong>,<br />
Bayberry <strong>Lane</strong>, Linden <strong>Lane</strong> and Juniper <strong>Lane</strong>. The process establishes a stabilized road base by<br />
grinding existing materials and injection <strong>of</strong> a liquid asphalt emulsion into the base soils, then<br />
application <strong>of</strong> a hot top surface coat. This is an investment in long term durability in our older roads.<br />
Our road resurfacing program included reshaping the lower portion <strong>of</strong> King’s Highway (south end) to<br />
restore the crown in the road, grading and repaving Moore Avenue and Hackett <strong>Lane</strong> after drainage<br />
system installation, and paving Mill Road from Watson’s <strong>Lane</strong> to the North <strong>Hampton</strong> town line and a<br />
portion <strong>of</strong> Mace Road. On Mill Road and Mace Road eight feet <strong>of</strong> each existing edge <strong>of</strong> pavement<br />
was planed <strong>of</strong>f for better blending <strong>of</strong> the new pavement to driveway grades, to enhance localized<br />
drainage and a more defined road pr<strong>of</strong>ile.<br />
Additionally, at the end <strong>of</strong> May the Department coordinated the repair, resurfacing and stripping <strong>of</strong> the<br />
municipal parking lot on High Street and the total reconstruction and stripping <strong>of</strong> the Ashworth<br />
Avenue parking lot for the Recreation Department. In the fall the Island Path parking lot was<br />
reconstructed as well, which will allow for a better parking arrangement, which will increase parking<br />
revenue each year.<br />
Rubbish containment at the Beach is still an enforcement issue however more and more residents,<br />
business owners and vacationers are complying with our regulations.<br />
WASTEWATER TREATMENT<br />
In 2006 we treated 1.28 billion gallons <strong>of</strong> wastewater, and 1.47 million gallons <strong>of</strong> septage was<br />
received. We transported 3,777 tons <strong>of</strong> dewatered biosolids, and 137 tons <strong>of</strong> grit and screenings to the<br />
Turnkey Landfill in Rochester.<br />
During the Mother’s Day storm most other treatment plants in the state were suffering catastrophic<br />
violations. <strong>Hampton</strong> maintained treatment with only two reportable violations. This attests to the<br />
dedication and flexibility <strong>of</strong> the <strong>Town</strong>’s wastewater pr<strong>of</strong>essionals.<br />
In 2006 funds were appropriated for WWTP equipment replacement, such as a generator, ventilation,<br />
headwork’s screen, and lab expansion. Design plans have been completed and the bidding process will<br />
provide for construction this summer<br />
