INTRODUCTION:<br />
This will be my first report to you as your new<br />
Chief <strong>of</strong> Police. I am very honored to have<br />
been appointed as <strong>Hampton</strong>’s Chief <strong>of</strong> Police<br />
by <strong>Town</strong> Manager, James Barrington. I would<br />
<strong>Hampton</strong> Police Station<br />
like to congratulate Chief William Wrenn on<br />
his retirement from the department and his appointment as the Commissioner <strong>of</strong> the NH Department<br />
<strong>of</strong> Corrections. Chief Wrenn served the department for over 34 years and leaves behind many friends<br />
and colleagues; we wish him well in his new position.<br />
In keeping with this years theme, “Experience Counts” we have complied some statistics to give you a<br />
picture <strong>of</strong> the police <strong>of</strong>ficers serving the <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong>.<br />
The full time members <strong>of</strong> the <strong>Hampton</strong> Police Department have served the town <strong>of</strong> <strong>Hampton</strong> for a<br />
combined 493 years. The average length <strong>of</strong> service for full time members is 15 years. Over 91 percent<br />
<strong>of</strong> our <strong>of</strong>ficers have some college education or bachelors degrees, 6% have masters degrees. Our<br />
workforce has an average age <strong>of</strong> 42 years and 24% <strong>of</strong> our full time <strong>of</strong>ficers have served in the military.<br />
We are authorized to have 70 part time <strong>of</strong>ficers in our ranks however, in 2006 we had less than 40.<br />
Although they are year round employees, their primary focus is to work during the busy summer<br />
months. These <strong>of</strong>ficers’ full time occupations are varied and include teachers, engineers, computer<br />
pr<strong>of</strong>essionals, retired police <strong>of</strong>ficers, CPA, students and other community members who choose to<br />
serve the <strong>Town</strong>. The average part time <strong>of</strong>ficer has served the <strong>Town</strong> for 10 years, and is 40 years old.<br />
Over 28% have prior military service, 87% have a college education with 21% holding Masters<br />
degrees or higher. Their collective experience benefits our community and is critical to our success in<br />
achieving our mission.<br />
OVERVIEW:<br />
It has been another busy year in <strong>Hampton</strong>. Below, I have <strong>of</strong>fered a brief synopsis <strong>of</strong> the significant<br />
activities <strong>of</strong> the <strong>Hampton</strong> Police Department for 2006. In March, the <strong>Town</strong> was faced with a third<br />
consecutive year <strong>of</strong> a default budget, which resulted in additional decreases in our services. Our staff<br />
<strong>of</strong> available Part Time <strong>of</strong>ficers has decreased to levels not seen in over 25 years. Despite these fiscal<br />
challenges, our Police Officers and civilian staff, worked tirelessly to provide excellent service to our<br />

PERSONNEL:<br />
In January, Lieutenant Richard Sawyer was promoted to Captain and assigned as the Commander <strong>of</strong><br />
the Operations Bureau. In May, Officer Peter Moisakis was hired full time as a patrolman to fill the<br />
open position. Officer Moisakis has been a part time <strong>of</strong>ficer since 2000. He holds a B.S. in Criminal<br />
Justice from Northeastern University and resides in Massachusetts.<br />
