<strong>Halifax</strong> Water Integrated Resource Plan<br />

Integrated Resource Plan Drivers and Objectives<br />

BLT, Aerotech, North Preston and Lockview – MacPherson (Fall River) and is in the<br />

process of further upgrading the BLT facility on the basis of effluent limits developed<br />

through an environmental risk assessment (ERA). LOT applied at Aerotech, North<br />

Preston and Lockview WWTFs would further enhance their capabilities for both nitrogen<br />

and phosphorus removal.<br />

For purposes of the IRP, development of a conservative assumption was made that each<br />

facility except BLT, which is already being upgraded, would need to meet limit of<br />

technology (LOT) effluent limits. The term “limit of technology” has been used to<br />

describe the lowest, consistently achievable effluent concentration for total phosphorus<br />

(TP) and total nitrogen (TN) utilizing existing technology. In Chesapeake Bay, a program<br />

has been in place since 1992, which implemented the concept of LOT utilizing biological<br />

nutrient removal (BNR) technologies. 24<br />

The following future effluent requirements are projected based on the concept of LOT,<br />

for TN and TP:<br />

• Monthly TN limit of 5 mg/L as N, based on accepted LOT.<br />

• Monthly TP limit of 0.1 mg/L as P based on the range of proposed LOT and full-scale<br />

plant performance at other WWTFs.<br />

Before embarking on the implementation of LOT it is recommended that ERAs be<br />

carried out for each receiving water to allow a more precise definition of WWTF effluent<br />

requirements. As noted, an ERA has been completed for the BLT WWTF and one is<br />

underway for the Aerotech WWTF.<br />

The current and future compliance requirements needed at each of the <strong>Halifax</strong> Water<br />

wastewater facilities for current NSE PTOs, future WSER requirements and potential<br />

future nutrient requirements are presented in Table 4.3. The current compliance<br />

projects are a combination of projects identified in the Five-Year Capital Plan and<br />

through the analysis of the IRP. The Five-Year Capital Plan projects are presented in<br />

Volume 1 Appendix B while the IRP derived projects are presented in Volume 3<br />

Appendix B in the Wastewater Treatment Facility Review.<br />
