4.1.4 Screening of Supply & Demand-Side Options<br />
TOR Requirement<br />
1. <strong>Halifax</strong> Water will establish performance metrics<br />
for the supply-side and demand-side options.<br />
2. IRP supply-side and demand-side options will<br />
undergo a screening test to determine whether<br />
they will advance to a more detailed analysis as<br />
part of the resource plans. The screening will focus<br />
on: system optimization, system reliability,<br />
redundancy and flexibility, feasibility, regulatory<br />
compliance, need and ability to obtain regulatory<br />
approval, and total cost.<br />

Fourteen specific objectives were elaborated for the three IRP drivers (Regulatory Compliance,<br />
Asset Renewal, and Growth). The objectives reflect the current and anticipated regulatory<br />
compliance requirements for the three <strong>Halifax</strong> Water infrastructure systems (Objectives 1<br />
through 7, Table 5.1, Regulatory Compliance and Asset Renewal Related Objectives) and<br />
upgrade needs to address system reliability (Objective 9, Table 5.1), as well as current and<br />
future capacity (Objective 10, 13 and 14, Table 5.1). The IRP financial plan lists recommended<br />
projects and upgrade needs under each of the specific IRP objectives.<br />
Through the synthesis of existing, refined and new programs with IRP drivers, 28 initial resource<br />
plans were developed. These were evolved through into 18 intermediate plans, and 10 refined<br />
plans. A short list of four plans was selected from the 10 refined plans. The Recommended Plan<br />
was selected from the short list.<br />
4.1.5 Financial Considerations<br />
