Based on this analysis a composite asset renewal was developed. Table 2.8 presents a
summary of the composite program. The composite program corresponds to
expenditure between the B and C levels for the water system and between the A and B
levels for the wastewater and stormwater systems. The second step of asset renewal
modeling, the composite asset renewal approach, was used in the financial model for
the refined and short-listed plan analyses.
