The Recommended IRP includes an early assessment project to further examine climate<br />
change impacts. The budgeted amount for this assessment is $0.7 million ($2012).<br />
1.1.3 Energy Management Plan<br />
Through its newly launched Energy Management Program, <strong>Halifax</strong> Water has committed<br />
to creating and ensuring an on-going focus on sustainability and energy efficiency<br />
throughout all operating areas. This new program serves to define the goals, objectives,<br />
accountabilities, and structure for activities related to sustainability and responsible<br />
energy use.<br />
In support of this new program, <strong>Halifax</strong> Water issued its new Energy Management Policy<br />
in June 2011. This policy defines longer-term goals and commits <strong>Halifax</strong> Water to the<br />
principles of responsible energy management including reducing dependence on fossil<br />
fuels through energy conservation and best practices; identifying and implementing costeffective<br />
energy-reduction initiatives throughout our operations; developing alternative<br />
and renewable forms of energy from utility assets; and reducing pollution by increasing<br />
the usage of energy supplied from sources that are less greenhouse gas intensive.<br />
Reporting to the Energy Management Steering Committee (EMSC) on a monthly basis,<br />
the Manager, Energy Efficiency is responsible for the creation and implementation of<br />
the corporate Energy Management Action Plan (EMAP) and any other activities defined<br />
by the EMSC. Reporting typically consists of progress reports on the energy-related<br />
activities of <strong>Halifax</strong> Water including details of energy consumption, key performance<br />
indicators, and progress on energy projects and other related activities.<br />
It is believed that this program will be self-sustaining financially using on-going savings<br />
gained through energy reduction and generation projects to fund operating expenses<br />
and program initiatives.<br />
One of the main tools used in any energy-management program is the energy audit. This<br />
can range from a quick, low-level scoping audit to a complex, detailed investment-level<br />
audit. To date, mid-level audits are being completed for the three Harbour Solutions<br />
WWTFs (<strong>Halifax</strong>, Dartmouth, and Herring Cove), Mill Cove WWTF, J.D. Kline WSP, and<br />
Lake Major WSP. These audits will endeavour to identify potential energy-reduction<br />
projects, will provide enough detail to allow a base-level indication of feasibility and<br />
project complexity, and will allow the identification and prioritization of projects with<br />
the most potential for success and savings to be included in the capital budget over the<br />
next five years.<br />
