7.8 IRP RECOMMENDATIONS<br />
Based on the analysis carried out through the course of the IRP the following 17<br />
recommendations are presented:<br />
IRP Next Steps<br />
1. Implement the IRP as per Table 6.1 components and timing.<br />
2. Finalize the overall integrated planning approach and future schedule (i.e. HRM<br />
<strong>Regional</strong> Plan updates, master plans and Asset Management Assessment, and<br />
financial planning) within the IRP framework.<br />
3. Evaluate the adequacy of <strong>Halifax</strong> Water's existing institutional capacity and staffing<br />
to implement the - programs and projects identified in the IRP.<br />
4. Continue IRP public outreach with stakeholders and the public at large.<br />
5. Update the IRP periodically, as needed.<br />
Wastewater System<br />
6. Implement I/I Pilot Program and integrate results into Wet Weather System Plan<br />
and Wastewater Master Plan.<br />
7. Develop Wet Weather System Plan through integrating RWWFP, Enhanced<br />
Overflow, I/I Pilot program and other wet weather related wastewater<br />
projects/programs.<br />
8. Undertake remaining ERAs for WWTFs requiring nutrient control and confirm<br />
effluent and technology requirements.<br />
9. Develop Wastewater Master Plan.<br />
Water System<br />
10. Develop Water Master Plan.<br />
11. Apply water use trends to water and wastewater design criteria and integrate into<br />
Water and Wastewater Master Plans.<br />
Stormwater System<br />
12. Assess stormwater quality compliance requirements.<br />
13. Clarify role and mandate of <strong>Halifax</strong> Water in stormwater planning and<br />
management.<br />
All Systems<br />
14. Assess impacts of climate change on all systems, update design standards, update<br />
operational practices, and integrate findings into Water and Wastewater Master<br />
Plans and Wet Weather System Plan.<br />
Corporate Balanced Scorecard and Level of Service<br />
15. Implement recommendations for LOS update/expansion and update CBS.<br />
16. Develop monitoring, analysis and reporting framework to support the<br />
updated/expanded LOS.<br />
17. Identify needed resources to support updated/expanded LOS program.<br />
