About your Board of Education<br />

Under <strong>the</strong> Law of New York State, <strong>the</strong> Board of Education is responsible for establish<strong>in</strong>g policies that govern <strong>the</strong><br />

education for all children attend<strong>in</strong>g District Schools, for prepar<strong>in</strong>g <strong>the</strong> annual budget <strong>and</strong> for ensur<strong>in</strong>g District<br />

adherence <strong>to</strong> state laws <strong>and</strong> regulations. Its seven (7) members, who serve without pay, are elected by<br />

qualified, registered District voters <strong>to</strong> staggered three-year terms.<br />

The school Board meets once or twice each month on Mondays at various District locations.<br />

A portion of each meet<strong>in</strong>g is reserved for public comment.<br />

In addition, <strong>the</strong> Board of Education holds special <strong>and</strong> committee meet<strong>in</strong>gs.<br />

Attendance<br />

Please Note: The District <strong>calendar</strong> was prepared <strong>in</strong> June <strong>and</strong> July of 2012. Dates of some activities, <strong>the</strong>refore, may be subject <strong>to</strong> change as circumstances require dur<strong>in</strong>g <strong>the</strong> year.<br />

For <strong>the</strong> most up-<strong>to</strong>-date <strong>in</strong>formation, please check specific dates with <strong>the</strong> school or organization host<strong>in</strong>g <strong>the</strong> event.<br />

District Information & Services<br />

Educational achievement dem<strong>and</strong>s consistent school attendance. The Board of<br />

Education’s goals are <strong>to</strong> reduce unexcused absences, tard<strong>in</strong>ess <strong>and</strong> early departures; <strong>to</strong><br />

encourage regular attendance; <strong>to</strong> ma<strong>in</strong>ta<strong>in</strong> an attendance record keep<strong>in</strong>g system <strong>and</strong> <strong>to</strong><br />

develop strategies <strong>to</strong> improve school attendance.<br />

NOTICE: In an effort <strong>to</strong> ensure that students, parents, teachers <strong>and</strong> adm<strong>in</strong>istra<strong>to</strong>rs are<br />

made aware of <strong>and</strong> underst<strong>and</strong> this policy, its purpose, procedures, <strong>and</strong> <strong>the</strong> consequences<br />

of non-compliance, <strong>the</strong> follow<strong>in</strong>g shall be implemented:<br />

- Parents shall receive a pla<strong>in</strong>-language summary of this policy <strong>in</strong> <strong>the</strong> mail by <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g<br />

of <strong>the</strong> school year. Parents must sign <strong>and</strong> return a form <strong>in</strong>dicat<strong>in</strong>g that <strong>the</strong>y have read<br />

<strong>and</strong> underst<strong>and</strong> <strong>the</strong> policy.<br />

- A student’s parent(s) or guardian(s) will be notified by phone or by mail if a student is<br />

absent, tardy, or leaves early from school. The student’s parent(s) or guardian(s) shall be<br />

rem<strong>in</strong>ded of <strong>the</strong> components of <strong>the</strong> policy <strong>and</strong> <strong>in</strong>tervention procedures.<br />

- A copy of this policy <strong>and</strong> any future modification shall be provided <strong>to</strong> all faculty <strong>and</strong> staff.<br />

- New staff members shall receive a copy of this policy upon <strong>the</strong>ir employment.<br />

- Upon request, a copy of this policy will be made available <strong>to</strong> any member of <strong>the</strong><br />

community.<br />

Excused <strong>and</strong> Unexcused Absences<br />

Excused absences, tard<strong>in</strong>ess, <strong>and</strong> early departures from class or school are those due<br />

<strong>to</strong>: illness of student, family medical emergency, death <strong>in</strong> family, medical appo<strong>in</strong>tments,<br />

required court appearances, college visitations, school-sanctioned functions, religious<br />

observance <strong>and</strong> o<strong>the</strong>r adm<strong>in</strong>istrative-approved absences, or such o<strong>the</strong>r reasons as may be<br />

approved by adm<strong>in</strong>istra<strong>to</strong>rs.<br />

All o<strong>the</strong>r absence, tard<strong>in</strong>ess <strong>and</strong> early departure must be accounted for. Parents are<br />

responsible for notify<strong>in</strong>g <strong>the</strong> school attendance office with<strong>in</strong> 24 hours of <strong>the</strong> absence,<br />

tard<strong>in</strong>ess or early departure, <strong>and</strong> provid<strong>in</strong>g a written excuse upon <strong>the</strong> student’s return <strong>to</strong><br />

school.<br />

General Procedures/Data Collection<br />

Every build<strong>in</strong>g pr<strong>in</strong>cipal, along with <strong>the</strong> designated <strong>in</strong>dividuals <strong>in</strong> charge of re<strong>view</strong><strong>in</strong>g<br />

pupil attendance pursuant <strong>to</strong> section 104.1 (1)(2)(ix) of <strong>the</strong> Commissioner’s regulations,<br />

will<br />

re<strong>view</strong> pupil attendance records for <strong>the</strong> purpose of <strong>in</strong>itiat<strong>in</strong>g appropriate action <strong>to</strong> address<br />

unexcused pupil absence, tard<strong>in</strong>ess <strong>and</strong> early departure.<br />

1. Attendance will be taken dur<strong>in</strong>g each class period.<br />

- Attendance must be recorded at least once daily for students <strong>in</strong> grades K-5. If students<br />

are dismissed from school grounds dur<strong>in</strong>g lunch period, <strong>the</strong> attendance must be<br />

recorded a second time upon <strong>the</strong> student’s scheduled return.<br />

- For students <strong>in</strong> grades 6-12, attendance must be recorded dur<strong>in</strong>g each period of<br />

<strong>in</strong>struction. However, it is not necessary <strong>to</strong> record attendance dur<strong>in</strong>g each class if <strong>the</strong><br />

student does not change classrooms. When a secondary student does not change<br />

classrooms, attendance must be recorded as <strong>in</strong>dicated for students <strong>in</strong> K-5, once or twice<br />

daily.<br />

- For students at any <strong>in</strong>structional level from K-12 who arrive late or depart early from<br />

scheduled <strong>in</strong>struction, tard<strong>in</strong>ess or early departure shall be recorded as excused or<br />

unexcused <strong>in</strong> accordance with <strong>the</strong> District’s comprehensive attendance policy.<br />

2. The nature of absences, tard<strong>in</strong>ess <strong>and</strong> early departures shall be coded on a student’s<br />

record.<br />

Adm<strong>in</strong>istra<strong>to</strong>rs shall revise student’s attendance, tard<strong>in</strong>ess <strong>and</strong>/or early departure<br />

data <strong>in</strong> an expeditious manner.<br />

4. Attendance data will be analyzed periodically <strong>to</strong> identify patterns/trends.<br />

Where consistent with o<strong>the</strong>r school practices, students <strong>in</strong> <strong>the</strong> hallways who are absent<br />

from a class period, without excuse, shall be referred <strong>to</strong> <strong>the</strong> build<strong>in</strong>g pr<strong>in</strong>cipal’s office.<br />

5. Cont<strong>in</strong>uous moni<strong>to</strong>r<strong>in</strong>g will be conducted <strong>to</strong> identify students who are absent, tardy or<br />

leave class/school early.<br />

Register of Attendance<br />

“Register of attendance” is def<strong>in</strong>ed as any written or electronic record ma<strong>in</strong>ta<strong>in</strong>ed for<br />

<strong>the</strong> purpose of record<strong>in</strong>g <strong>the</strong> attendance, tard<strong>in</strong>ess or early departure of a student. In<br />

addition <strong>to</strong> <strong>the</strong> child’s name, date of birth, full names of parent(s) or person(s) <strong>in</strong> <strong>the</strong> parental<br />

relation <strong>and</strong> address where <strong>the</strong> pupil resides, <strong>the</strong> policy specifies additional <strong>in</strong>formation<br />

that must be <strong>in</strong>cluded <strong>in</strong> <strong>the</strong> register of attendance.<br />

Attendance Incentives<br />

Incentives for excellent <strong>and</strong>/or improved attendance will be re<strong>view</strong>ed <strong>and</strong> developed by<br />

<strong>the</strong> Board of Education <strong>and</strong> Adm<strong>in</strong>istration.<br />

Discipl<strong>in</strong>ary Consequences<br />

Accident Insurance<br />

Specific discipl<strong>in</strong>ary actions for unexcused absences are outl<strong>in</strong>ed <strong>in</strong> <strong>the</strong> policy as well as <strong>in</strong><br />

<strong>the</strong> student h<strong>and</strong>book. Students who have unexcused absences from school will also be<br />

subject <strong>to</strong> a zero on any exam that was given dur<strong>in</strong>g <strong>the</strong> time of <strong>the</strong> unexcused absence <strong>and</strong><br />

will lose credit <strong>to</strong>ward any participation grade <strong>the</strong> teacher fac<strong>to</strong>rs <strong>in</strong><strong>to</strong> <strong>the</strong> quarterly grade.<br />

Attendance/Grade Policy<br />

The Board recognizes that class attendance is<br />

essential <strong>to</strong> good student performance. Consequently,<br />

a student’s f<strong>in</strong>al grade may be based on classroom<br />

participation as well as student’s performance on homework,<br />

tests, papers, projects, etc. Students are expected <strong>to</strong> attend<br />

all scheduled classes. Unexcused absences, tard<strong>in</strong>ess <strong>and</strong>/or<br />

early departures may affect a student’s class participation<br />

grade for <strong>the</strong> mark<strong>in</strong>g period.<br />

Annual Re<strong>view</strong><br />

The Board shall annually re<strong>view</strong> <strong>the</strong> build<strong>in</strong>g-level student<br />

attendance records, <strong>and</strong>, if such records show a decl<strong>in</strong>e <strong>in</strong><br />

student attendance, <strong>the</strong> Board shall revise this policy <strong>to</strong> make<br />

revisions <strong>to</strong> <strong>the</strong> plan that it deems necessary <strong>to</strong> improve<br />

student attendance.<br />

Facts & Figures<br />

The first one-room schoolhouse <strong>in</strong> our School District was built on <strong>Half</strong> <strong>Hollow</strong> Road <strong>in</strong><br />

1842. The <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> Central School District was organized <strong>in</strong> 1954 by merg<strong>in</strong>g three<br />

union free school districts. The <strong>to</strong>tal K-12 pupil population at that time was 1,146.<br />

Education was provided only through grade 8 <strong>and</strong> tuition was paid <strong>to</strong> ano<strong>the</strong>r district, where<br />

students attended grades 9-12. S<strong>in</strong>ce centralization, residents have been provided<br />

educational opportunities for children K-12. Last year’s K-12 population was over 9,500<br />

students with <strong>the</strong> population expected <strong>to</strong> level off over <strong>the</strong> next few years.<br />

Our School District is more than eight miles wide from east <strong>to</strong> west <strong>and</strong> from four <strong>to</strong> four<br />

<strong>and</strong> a half miles wide north <strong>to</strong> south – a geographic area of about 34 square miles. <strong>Half</strong><br />

<strong>Hollow</strong> <strong>Hills</strong> is one of <strong>the</strong> largest districts on Long Isl<strong>and</strong>.<br />

The official name of <strong>the</strong> School District is <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> Central School District of<br />

Hunt<strong>in</strong>g<strong>to</strong>n <strong>and</strong> Babylon.<br />

The Board of Education has authorized an excess student accident policy <strong>to</strong> be paid for by<br />

<strong>the</strong> District. Any student who has an accident <strong>in</strong> a school build<strong>in</strong>g or on school grounds<br />

while attend<strong>in</strong>g a regular class or dur<strong>in</strong>g a school sponsored activity should file a report with<br />

<strong>the</strong> school nurse/teacher. This policy will pay claims <strong>in</strong> excess of o<strong>the</strong>r coverage parents<br />

may have on <strong>the</strong>ir child up <strong>to</strong> <strong>the</strong> usual <strong>and</strong> reasonable expense as determ<strong>in</strong>ed by <strong>the</strong><br />

<strong>in</strong>surance carrier.<br />

Adult Education<br />

Cont<strong>in</strong>u<strong>in</strong>g Education Program<br />

Two eight-week sessions <strong>to</strong> be held each school year, one <strong>in</strong><br />

<strong>the</strong> fall <strong>and</strong> one <strong>in</strong> <strong>the</strong> spr<strong>in</strong>g. Each session offers courses that<br />

fulfill needs <strong>and</strong> <strong>in</strong>terests of our adult community. Prior <strong>to</strong><br />

<strong>the</strong>se two sessions, a brochure list<strong>in</strong>g <strong>the</strong> courses offered <strong>and</strong><br />

a brief description of each one, as well as registration<br />

procedures <strong>and</strong> o<strong>the</strong>r pert<strong>in</strong>ent <strong>in</strong>formation on <strong>the</strong> program,<br />

is mailed <strong>to</strong> each resident of <strong>the</strong> School District.<br />

Citizens who are 60 <strong>and</strong> over <strong>and</strong> reside <strong>in</strong> <strong>the</strong> School<br />

District are <strong>in</strong>vited <strong>to</strong> register, without fee, for most courses.<br />

Child Abuse & Neglect<br />

New York State Law Chapter 1039 added a new Title IV, Section 411, Child Protective<br />

Services Act <strong>to</strong> <strong>the</strong> Social Services Law. Its purpose is as follows: <strong>to</strong> encourage a more<br />

complete report<strong>in</strong>g of suspected child abuse <strong>and</strong> maltreatment <strong>to</strong> establish <strong>in</strong> each<br />

county of <strong>the</strong> state a Child Protective Service capable of <strong>in</strong>vestigat<strong>in</strong>g such reports swiftly<br />

<strong>and</strong> completely, <strong>and</strong> <strong>to</strong> provide protection for <strong>the</strong> child from fur<strong>the</strong>r such situations.<br />

The law m<strong>and</strong>ates that school personnel report suspected cases <strong>to</strong> <strong>the</strong> New York State<br />

Central Register of Child Abuse <strong>and</strong> Maltreatment. Corporal Punishment <strong>in</strong> any form is<br />

prohibited <strong>in</strong> <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> Schools. Questions perta<strong>in</strong><strong>in</strong>g <strong>to</strong> <strong>the</strong>se areas may be<br />

directed <strong>to</strong> <strong>the</strong> Assistant Super<strong>in</strong>tendent for District-wide Adm<strong>in</strong>istration at 592-3025.


REACH/Community & Youth Agency<br />

REACH/CYA, Inc. is a not-for-profit community organization serv<strong>in</strong>g youth <strong>and</strong> <strong>the</strong>ir<br />

families <strong>in</strong> <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> School District. Through social <strong>and</strong> recreational programs,<br />

<strong>the</strong> REACH/CYA helps young people develop positive attitudes, self-esteem <strong>and</strong><br />

problem-solv<strong>in</strong>g skills, as well as a sense of community. The REACH/CYA staff <strong>and</strong> volunteers<br />

work cooperatively with <strong>the</strong> School District <strong>and</strong> PTA <strong>to</strong> provide a variety of programs.<br />

REACH/CYA services <strong>in</strong>clude after-school workshops, education, socialization, recreation,<br />

advocacy <strong>and</strong> volunteer services. REACH/CYA is governed by a community-based Board of<br />

Direc<strong>to</strong>rs made up of youth <strong>and</strong> families.<br />

Pre-K Program –<br />

REACH/CYA offers a half-day preschool program for 4 year olds who reside <strong>in</strong> <strong>Half</strong> <strong>Hollow</strong><br />

<strong>Hills</strong>. Children born between January 1 <strong>and</strong> December 31, 2008 are eligible for Universal<br />

Pre-K<strong>in</strong>dergarten (UPK) at no cost. Enrollment is limited <strong>and</strong> pend<strong>in</strong>g UPK fund<strong>in</strong>g allocations<br />

<strong>in</strong> <strong>the</strong> f<strong>in</strong>alized New York State Budget. Morn<strong>in</strong>g or afternoon sessions run five days per<br />

week <strong>and</strong> follow <strong>the</strong> School District’s vacation <strong>calendar</strong>. Transportation is not provided.<br />

Before-<strong>and</strong> After-School Child Care –<br />

REACH/CYA offers a NYS licensed before-school <strong>and</strong> after-school child care program for<br />

elementary school-age children <strong>in</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong>. The programs are held <strong>in</strong> each<br />

elementary school <strong>and</strong> follow <strong>the</strong> School District <strong>calendar</strong>. Before-school is open from 7:15<br />

a.m. <strong>to</strong> 9:15 a.m. After-school is open from 3:15 p.m. <strong>to</strong> 6:15 p.m. The programs are<br />

self-susta<strong>in</strong><strong>in</strong>g <strong>and</strong> fees are nom<strong>in</strong>al. Scholarships are available.<br />

Advantage Program –<br />

REACH/CYA offers an after-school Homework Help program for middle school youth at<br />

C<strong>and</strong>lewood <strong>and</strong> West <strong>Hollow</strong> Middle Schools. The program operates from 2:45 – 4:45 p.m.,<br />

Monday through Thursday. The program offers academic support, creative workshops <strong>and</strong><br />

recreation. Students are transported home on <strong>the</strong> late buses. Fees are nom<strong>in</strong>al.<br />

Scholarships are available.<br />

Summer Trips –<br />

REACH/CYA offers summer trips for middle & high school youth. Trips <strong>in</strong>clude Splish<br />

Splash, Great Adventure, Broadway plays, fish<strong>in</strong>g, canoe & kayak<strong>in</strong>g, beach, Manhattan<br />

excursions <strong>and</strong> more. The REACH/CYA Summer trip schedule is available <strong>in</strong> May.<br />

Emergency Clos<strong>in</strong>gs/Delayed School Open<strong>in</strong>gs<br />

In <strong>the</strong> event of adverse wea<strong>the</strong>r conditions or emergency situations, <strong>the</strong> District website<br />

will be used <strong>to</strong> communicate school clos<strong>in</strong>gs, delayed open<strong>in</strong>gs <strong>and</strong> early dismissals.<br />

Parents are urged <strong>to</strong> have a plan <strong>in</strong> place for a child’s care <strong>in</strong> <strong>the</strong> event of an emergency<br />

clos<strong>in</strong>g. Whenever some emergency necessitates <strong>the</strong> clos<strong>in</strong>g of school, radio <strong>and</strong> television<br />

stations that service our community will make such announcements dur<strong>in</strong>g <strong>the</strong>ir regular<br />

programs <strong>in</strong> <strong>the</strong> morn<strong>in</strong>g. The radio <strong>and</strong> television stations that will carry news regard<strong>in</strong>g<br />

emergency clos<strong>in</strong>gs are as follows:<br />

A delayed open<strong>in</strong>g will occur when <strong>the</strong> appropriate set of circumstances is present. This<br />

simply means that a school scheduled <strong>to</strong> open at 7:30 a.m. would not open until 8:30 or 9:30<br />

a.m. In this situation an abbreviated school day schedule is used.<br />

Early dismissal procedures <strong>in</strong>volve transportation of all students. The sequence for early<br />

The Instructional Program<br />

Dur<strong>in</strong>g <strong>the</strong> 2012-2013 school-year, <strong>the</strong> <strong>in</strong>structional program will be serv<strong>in</strong>g <strong>the</strong> needs of<br />

approximately 9,500 students attend<strong>in</strong>g 11 District schools.<br />

K<strong>in</strong>dergarten<br />

Students must be five years of age on or before December 31 of <strong>the</strong> year <strong>in</strong> which <strong>the</strong>y<br />

beg<strong>in</strong> k<strong>in</strong>dergarten. Dur<strong>in</strong>g <strong>the</strong> spr<strong>in</strong>g, all enter<strong>in</strong>g k<strong>in</strong>dergarten children are screened <strong>to</strong><br />

identify special needs <strong>and</strong> <strong>to</strong> provide for <strong>the</strong>ir <strong>in</strong>dividual differences. Our full-day<br />

k<strong>in</strong>dergarten program <strong>in</strong>cludes <strong>in</strong>struction <strong>in</strong> social read<strong>in</strong>ess, read<strong>in</strong>g <strong>and</strong> ma<strong>the</strong>matics<br />

read<strong>in</strong>ess. Problem-solv<strong>in</strong>g activities are also <strong>in</strong>corporated <strong>in</strong><strong>to</strong> each school day. Parent<br />

conferences are scheduled for mid-November.<br />

Elementary (K-5)<br />

The primary grades (K-2) have for <strong>the</strong>ir specific objectives <strong>the</strong> <strong>in</strong>stall<strong>in</strong>g <strong>and</strong> mastery of<br />

skills <strong>in</strong> <strong>the</strong> basics of read<strong>in</strong>g, ma<strong>the</strong>matics <strong>and</strong> language arts, as well as an <strong>in</strong>troduction <strong>to</strong><br />

social studies <strong>and</strong> science. Formal <strong>in</strong>struction is also given <strong>in</strong> art, music <strong>and</strong> physical<br />

education.<br />

The <strong>in</strong>termediate grades (3-5) conduct an exp<strong>and</strong>ed curriculum <strong>in</strong>clud<strong>in</strong>g read<strong>in</strong>g,<br />

language arts (composition, spell<strong>in</strong>gs, English essentials), science, health, social studies<br />

(<strong>in</strong>clud<strong>in</strong>g geography, his<strong>to</strong>ry, citizenship), music, art <strong>and</strong> physical education.<br />

In addition, full-time teachers provide support services <strong>in</strong> read<strong>in</strong>g <strong>and</strong> math. Each<br />

elementary school has <strong>the</strong> service of a full-time librarian <strong>and</strong> school nurse. Speech <strong>the</strong>rapy is<br />

available <strong>to</strong> children <strong>in</strong> need of such services on a regularly scheduled basis. Each<br />

elementary school has a psychologist available <strong>to</strong> assist teachers <strong>and</strong> parents who have a<br />

youngster experienc<strong>in</strong>g learn<strong>in</strong>g <strong>and</strong>/or behavioral difficulties. Special education services are<br />

available <strong>in</strong> all elementary schools with placement of special education classes District-wide.<br />

Middle School<br />

An <strong>in</strong>terdiscipl<strong>in</strong>ary team<strong>in</strong>g approach is employed <strong>in</strong> all grade levels <strong>in</strong> <strong>the</strong> content area<br />

classes <strong>in</strong> <strong>the</strong> middle school. This team<strong>in</strong>g structure is <strong>in</strong> place <strong>to</strong> provide students with a<br />

solid support base that will enhance <strong>the</strong>ir education. In addition, students’ programs are<br />

enhanced by participation <strong>in</strong> perform<strong>in</strong>g music groups, family <strong>and</strong> consumer science skills,<br />

technology, <strong>and</strong> health <strong>and</strong> physical education. A comprehensive academic program is ofoffered<br />

for students of vary<strong>in</strong>g learn<strong>in</strong>g styles, abilities, behaviors, <strong>in</strong>terests <strong>and</strong> achievement<br />

levels. These courses enrich students’ lives <strong>and</strong> are <strong>in</strong>tegral <strong>to</strong> <strong>the</strong>ir educational evolution.<br />

The sports program beg<strong>in</strong>s <strong>to</strong> be fully developed at <strong>the</strong> middle school level, provid<strong>in</strong>g<br />

students with a wide variety of opportunities <strong>to</strong> participate <strong>in</strong> both <strong>in</strong>terscholastic athletics<br />

<strong>and</strong> <strong>in</strong>tramural sett<strong>in</strong>gs.<br />

In addition, each middle school has full-time guidance counselors, psychologist, a nurse, a<br />

librarian, <strong>the</strong> services of District youth workers <strong>and</strong> o<strong>the</strong>r support personnel. Students<br />

requir<strong>in</strong>g additional support are also provided special education services <strong>in</strong> both middle<br />

schools.<br />

The most significant component of <strong>the</strong> middle schools, <strong>in</strong> addition <strong>to</strong> <strong>the</strong> academic<br />

challenges, is <strong>to</strong> provide a nurtur<strong>in</strong>g, supportive learn<strong>in</strong>g environment, recogniz<strong>in</strong>g <strong>the</strong><br />

tribulations of <strong>the</strong> adolescent <strong>in</strong> <strong>to</strong>day’s society. The programs presented both <strong>in</strong>side <strong>and</strong><br />

outside of <strong>the</strong>ir classes are flexible <strong>and</strong> varied <strong>to</strong> meet <strong>the</strong>ir <strong>in</strong>dividual learn<strong>in</strong>g needs.<br />

Creative opportunities are provided for students <strong>to</strong> <strong>in</strong>teract socially, <strong>to</strong> conduct <strong>in</strong>dependent<br />

study <strong>and</strong> research, <strong>to</strong> develop <strong>and</strong> practice responsible behavior, <strong>and</strong> <strong>to</strong> explore an<br />

exp<strong>and</strong>ed <strong>and</strong> diverse program.<br />

In keep<strong>in</strong>g with our commitment <strong>to</strong> excellence <strong>in</strong> education, <strong>the</strong> middle school is <strong>in</strong>tended<br />

<strong>to</strong> serve as a dynamic <strong>and</strong> positive experience that creates a bridge between <strong>the</strong> elementary<br />

school <strong>and</strong> <strong>the</strong> high school <strong>in</strong> <strong>the</strong> lifelong process of learn<strong>in</strong>g.<br />

High School<br />

The four-year (9-12) high school program has been designed <strong>to</strong> give each student a<br />

thorough foundation <strong>in</strong> <strong>the</strong> basic subjects <strong>and</strong> a wide variety of o<strong>the</strong>r valuable experiences<br />

that address <strong>in</strong>dividual needs. Our <strong>in</strong>structional programs <strong>in</strong>clude <strong>the</strong> provision of support<br />

services for students requir<strong>in</strong>g special education, as well as Advanced Placement, Honors,<br />

Regents, occupational/technical <strong>and</strong> cultural arts courses, <strong>and</strong> career connection courses.<br />

The excellent reputation of <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> High School program is based on our efefforts<br />

<strong>to</strong> meet <strong>the</strong> needs of all students through a wide array of program offer<strong>in</strong>gs – from<br />

<strong>the</strong> basic <strong>to</strong> <strong>the</strong> highly specialized.<br />

Over 94 percent of our students receive Regents Diplomas. Over 70 percent of <strong>the</strong>se<br />

students receive Regents Diplomas with Advanced Designation <strong>and</strong>/or with Honors, mak<strong>in</strong>g<br />

<strong>and</strong> social science research is offered <strong>in</strong> <strong>the</strong> regular school program, <strong>and</strong> <strong>in</strong>ternships <strong>in</strong><br />

professional areas such as medic<strong>in</strong>e, law, eng<strong>in</strong>eer<strong>in</strong>g, account<strong>in</strong>g, public relations, <strong>the</strong><br />

academic discipl<strong>in</strong>es, <strong>and</strong> f<strong>in</strong>e arts are also offered.<br />

provides students with on-<strong>the</strong>-job experience <strong>in</strong> local bus<strong>in</strong>esses. As participants <strong>in</strong> programs<br />

at <strong>the</strong> Wilson Technical Vocational School, sponsored by <strong>the</strong> Board of Cooperative<br />

Educational Services, students study au<strong>to</strong> mechanics, practical nurs<strong>in</strong>g, beauty culture, food<br />

preparation, data process<strong>in</strong>g <strong>and</strong> computer-assisted draft<strong>in</strong>g, <strong>and</strong> tra<strong>in</strong> as computer<br />

technicians.


These are among <strong>the</strong> approximately 50 programs available. All of our secondary school<br />

programs are based on a n<strong>in</strong>e-period day. The n<strong>in</strong>e-period schedule allows our student<br />

population opportunities <strong>to</strong> maximize <strong>the</strong>ir academic program.<br />

The comprehensive extracurricular activities program <strong>in</strong>cludes <strong>in</strong>terscholastic sports,<br />

<strong>in</strong>tramural sports, <strong>and</strong> a variety of clubs <strong>and</strong> community service projects which meet <strong>the</strong><br />

<strong>in</strong>terests of all our students. Interscholastic athletics provide a unique opportunity for<br />

Annually, many sports teams of HHH have numerous students that are recognized by New<br />

York State as scholar-athletes.<br />

Music study <strong>in</strong>cludes s<strong>in</strong>g<strong>in</strong>g, listen<strong>in</strong>g, rhythmic <strong>and</strong> eurythmic activities, improvisation,<br />

creative exploration, <strong>the</strong>ory <strong>and</strong> performance. Music electives offered <strong>in</strong> grades n<strong>in</strong>e<br />

through twelve <strong>in</strong>clude Theory I <strong>and</strong> II <strong>and</strong> <strong>in</strong>dependent study classes <strong>in</strong> arrang<strong>in</strong>g,<br />

orchestration <strong>and</strong> composition. High school credit is given for <strong>the</strong>se classes, as well as for<br />

participation <strong>in</strong> chorus, b<strong>and</strong> <strong>and</strong> orchestra.<br />

Each year, significant numbers of <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> high school students are recognized for<br />

<strong>the</strong>ir exceptional musical abilities <strong>and</strong> achievements by be<strong>in</strong>g named <strong>to</strong> All-County <strong>and</strong><br />

All-State perform<strong>in</strong>g groups. Students have also won prestigious national music<br />

appo<strong>in</strong>tments that have taken <strong>the</strong>m around <strong>the</strong> country.<br />

No Smok<strong>in</strong>g Policy<br />

Smok<strong>in</strong>g is prohibited for everyone, at all times on school property, which <strong>in</strong>cludes all<br />

build<strong>in</strong>gs, outdoor grounds <strong>and</strong> vehicles used <strong>to</strong> transport students <strong>and</strong> employees.<br />

Registration <strong>and</strong> Vot<strong>in</strong>g<br />

The <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> Board of Education has personal registration procedures <strong>in</strong><br />

accordance with state law. This means that anyone who voted <strong>in</strong> a school election or general<br />

election dur<strong>in</strong>g <strong>the</strong> four years prior <strong>to</strong> <strong>the</strong> pend<strong>in</strong>g election can vote without register<strong>in</strong>g.<br />

30 days prior <strong>to</strong> <strong>the</strong> election.<br />

Residency Requirements<br />

<strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> restricts its enrollment <strong>to</strong> residents of <strong>the</strong> District. To register or transfer<br />

<strong>in</strong><strong>to</strong> one of our schools, residents must provide a birth certificate, proof of residence <strong>in</strong> <strong>the</strong><br />

<strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> Central School District (i.e. clos<strong>in</strong>g contract with an at<strong>to</strong>rney’s letter, deed,<br />

mortgage statement, tax bills, or a rental lease with a l<strong>and</strong>lord affidavit <strong>and</strong> two current<br />

utility bills), <strong>and</strong> proof of m<strong>and</strong>a<strong>to</strong>ry immunizations. Please refer <strong>to</strong> our website for more<br />

Foster parents must submit a letter from a placement agency <strong>in</strong>dicat<strong>in</strong>g <strong>the</strong> licensed foster<br />

parent, date of birth <strong>and</strong> grade of child, as well as additional forms from <strong>the</strong> agency. Transfer<br />

students must provide a transfer card or report card show<strong>in</strong>g proof of grade level.<br />

All questions of illegal registrations will be <strong>in</strong>vestigated <strong>to</strong> protect <strong>the</strong> taxpayers of our<br />

School District. Any person who uses false evidence <strong>to</strong> register children may be subject <strong>to</strong><br />

both crim<strong>in</strong>al prosecution <strong>and</strong> civil liability for money expended by <strong>the</strong> School District for<br />

Pupil Personnel Services<br />

The function of Pupil Personnel Services is <strong>to</strong> assist each pupil <strong>in</strong> mak<strong>in</strong>g <strong>the</strong> most of given<br />

opportunities <strong>and</strong> his/her potential <strong>in</strong> <strong>the</strong> educational environment. This is accomplished by<br />

hav<strong>in</strong>g members of <strong>the</strong> Pupil Personnel Services staff cooperate with all staff members <strong>in</strong><br />

meet<strong>in</strong>g <strong>in</strong>dividual needs.<br />

The District-wide program <strong>in</strong>cludes psychological services, social work, speech <strong>and</strong> hear<strong>in</strong>g<br />

<strong>the</strong>rapy, home <strong>in</strong>struction, guidance services <strong>and</strong> special education. Special education<br />

<strong>in</strong>cludes <strong>the</strong> physically, emotionally <strong>and</strong> mentally disabled, <strong>and</strong> children with learn<strong>in</strong>g<br />

disabilities. Special education services are available <strong>in</strong> all District schools with specialized<br />

programs <strong>and</strong> classes District-wide <strong>and</strong> not necessarily <strong>in</strong> <strong>the</strong> youngster’s ‘home school’.<br />

Parents of preschool children who suspect that <strong>the</strong>ir child may have learn<strong>in</strong>g difficulties<br />

may obta<strong>in</strong> an evaluation by contact<strong>in</strong>g <strong>the</strong> office.<br />

Immunizations<br />

In order <strong>to</strong> safeguard <strong>the</strong> school community from <strong>the</strong> spread of certa<strong>in</strong> communicable<br />

diseases, <strong>and</strong> <strong>in</strong> recognition that prevention is a means of combat<strong>in</strong>g <strong>the</strong> spread of disease,<br />

<strong>the</strong> Board of Education requires all pupils <strong>to</strong> be immunized aga<strong>in</strong>st diseases <strong>in</strong> accordance<br />

with state statutes <strong>and</strong> rules of <strong>the</strong> State Department of Public Health, unless specifically<br />

exempt for religious or medical reasons. Parents must provide acceptable proof, <strong>in</strong>dicat<strong>in</strong>g<br />

required receipt of all vacc<strong>in</strong>es <strong>in</strong> accordance with law <strong>and</strong> regulations. A child may be<br />

excluded from immunization requirements based on a physician-determ<strong>in</strong>ed health reason<br />

or condition. This medical exemption must be signed by a physician licensed <strong>to</strong> practice <strong>in</strong><br />

New York State. A child may also be excluded from <strong>the</strong> immunization requirements because<br />

<strong>the</strong> child’s parent/guardian holds a genu<strong>in</strong>e <strong>and</strong> s<strong>in</strong>cere religious belief, which is contrary <strong>to</strong><br />

<strong>the</strong> practice of immunization.<br />

Adm<strong>in</strong>ister<strong>in</strong>g Medication <strong>to</strong> Students<br />

Nei<strong>the</strong>r <strong>the</strong> Board nor District staff members shall be responsible for <strong>the</strong> diagnosis or<br />

treatment of student illness. The adm<strong>in</strong>istration of prescribed medication <strong>to</strong> a student<br />

dur<strong>in</strong>g school hours shall be permitted only when failure <strong>to</strong> take such medic<strong>in</strong>e would jeopardize<br />

<strong>the</strong> health of <strong>the</strong> student or where it is done pursuant <strong>to</strong> law requir<strong>in</strong>g<br />

accommodation <strong>to</strong> students special medical needs. “Medication” will <strong>in</strong>clude all medic<strong>in</strong>es<br />

prescribed by a physician.<br />

Before any medication may be adm<strong>in</strong>istered <strong>to</strong> or by any student dur<strong>in</strong>g school hours,<br />

<strong>the</strong> Board requires:<br />

• The written request of <strong>the</strong> parent(s) or guardian(s), which will give permission for such<br />

adm<strong>in</strong>istration <strong>and</strong> relieve <strong>the</strong> Board <strong>and</strong> its employees of liability for adm<strong>in</strong>istration of<br />

medication.<br />

• The written order of <strong>the</strong> prescrib<strong>in</strong>g physician, which will <strong>in</strong>clude <strong>the</strong> purpose of <strong>the</strong><br />

medication, <strong>the</strong> dosage, <strong>the</strong> time at which or <strong>the</strong> special circumstances under which<br />

medication shall be adm<strong>in</strong>istered, <strong>the</strong> period for which medication is prescribed, <strong>and</strong> <strong>the</strong><br />

possible side effects of <strong>the</strong> medication.<br />

Both documents shall be kept on file <strong>in</strong> <strong>the</strong> office of <strong>the</strong> school nurse.<br />

Medical Policy<br />

All students <strong>in</strong>terested <strong>in</strong> participat<strong>in</strong>g <strong>in</strong> an <strong>in</strong>terscholastic athletic program must receive<br />

physical exam<strong>in</strong>ation prior <strong>to</strong> tryouts. Each school schedules <strong>the</strong> required exam for all<br />

<strong>in</strong>terested athletes, free-of-charge, prior <strong>to</strong> each sports season. Post<strong>in</strong>gs <strong>and</strong><br />

announcements for <strong>the</strong> exam dates are advertised at <strong>the</strong> build<strong>in</strong>g level well <strong>in</strong> advance of <strong>the</strong><br />

date of scheduled exams. Please be advised that if <strong>the</strong> free physical exam date is missed, <strong>the</strong><br />

student can make an appo<strong>in</strong>tment with <strong>the</strong> physician for a fee.<br />

Also, District policy now allows for <strong>the</strong> parent <strong>to</strong> have his/her child exam<strong>in</strong>ed by <strong>the</strong>ir<br />

private physician with <strong>the</strong> follow<strong>in</strong>g stipulations:<br />

• All athletic physical exams must be documented on HHH forms.<br />

• Each form must be completed with signatures from <strong>the</strong> parents <strong>and</strong> physician, along with<br />

<strong>the</strong> doc<strong>to</strong>r’s address <strong>and</strong> phone number.<br />

• Only licensed physicians (MD or DO) can complete <strong>the</strong> form. Forms from chiroprac<strong>to</strong>rs,<br />

podiatrists, opticians, etc. will not be accepted.<br />

All completed forms submitted by a private physician must be re<strong>view</strong>ed <strong>and</strong> signed by <strong>the</strong><br />

Districts ‘ school physician.<br />

Medical clearance forms are available <strong>in</strong> <strong>the</strong> school health office. Dur<strong>in</strong>g <strong>the</strong> summer<br />

months, forms can be picked up <strong>and</strong> returned <strong>to</strong> <strong>the</strong> District athletic office. Please call <strong>the</strong><br />

Parental Involvement<br />

Parent’s Right <strong>to</strong> Know<br />

In accordance with <strong>the</strong> No Child Left Beh<strong>in</strong>d Act of 2001 (NCLB), <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong><br />

Central School District is required <strong>to</strong> notify parents of each student attend<strong>in</strong>g a Title I school<br />

that <strong>the</strong>y may request <strong>in</strong>formation regard<strong>in</strong>g <strong>the</strong> professional qualification of <strong>the</strong>ir child’s<br />

Pesticide Notification<br />

The District has, for several years, been <strong>in</strong>volved <strong>in</strong> an Integrated Pest Management<br />

Program (IPM) <strong>in</strong> accordance with New York State Education Department regulations. The<br />

new Pesticide Notification Law requires <strong>the</strong> District <strong>to</strong> form a registry of any student, parent<br />

or staff member who wishes <strong>to</strong> receive written notification 48 hours prior <strong>to</strong> a regulated<br />

pesticide application. Individuals may request that <strong>the</strong>ir names be added <strong>to</strong> <strong>the</strong> school<br />

registry at any time dur<strong>in</strong>g <strong>the</strong> school year. Please be aware that <strong>in</strong> a case of emergency, we<br />

School Lunch Program<br />

The <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> School District operates a self-susta<strong>in</strong><strong>in</strong>g food service<br />

program that provides nutritious fresh-food items at a reasonable cost <strong>in</strong> all 11 schools. The<br />

purchase of pre-paid meals is available onl<strong>in</strong>e <strong>and</strong> <strong>in</strong> <strong>the</strong> cafeteria.<br />

Menus are developed <strong>in</strong> accordance with <strong>the</strong> Board of Education’s nutrition policy <strong>and</strong> both<br />

Federal <strong>and</strong> State requirements <strong>and</strong> guidel<strong>in</strong>es Nutrition committees, which provide<br />

studies. The funds are available <strong>to</strong> applicants who are graduat<strong>in</strong>g from High School East or<br />

High School West <strong>and</strong> reside <strong>in</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> Central School District #5. This fund is not<br />

based on academic excellence, but will be awarded <strong>to</strong> those students who show <strong>the</strong> greatest<br />

f<strong>in</strong>ancial need <strong>and</strong> who specify <strong>the</strong> purposes on <strong>the</strong>ir application. The applicant re<strong>view</strong><br />

committee will take <strong>in</strong><strong>to</strong> consideration extenuat<strong>in</strong>g circumstances <strong>and</strong>/or temporary<br />

<strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> – Help<strong>in</strong>g Our Own<br />

<strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> – Help<strong>in</strong>g Our Own, a subsidiary of REACH/Community Youth Agency (CYA),<br />

is a not-for-profit organization. The chief purpose of <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> – Help<strong>in</strong>g Our Own is <strong>to</strong><br />

support District residents <strong>and</strong> employees with<br />

f<strong>in</strong>ancial, psychological or educational assistance <strong>in</strong> times of crisis. The<br />

organization, which was born as a result of <strong>the</strong> tragedy of September 11, 2001, is comprised<br />

of adm<strong>in</strong>istra<strong>to</strong>rs, faculty <strong>and</strong> trustees of <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> School<br />

District, along with representatives of REACH/CYA. The function of this committee is <strong>to</strong><br />

provide immediate relief <strong>to</strong> families <strong>in</strong> crisis. Funds will be raised through<br />

donations, fundraisers <strong>and</strong>/or grants. The committee will re<strong>view</strong> requests for<br />

assistance, which can be made ei<strong>the</strong>r by <strong>in</strong>dividuals <strong>in</strong> <strong>the</strong> community or by<br />

committee members.<br />

<strong>Hills</strong> Foundation<br />

The <strong>Hills</strong> Foundation is a nonprofit organization of community members whose goal is <strong>to</strong><br />

provide additional f<strong>in</strong>ancial support <strong>to</strong> <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> Schools. Funds are raised <strong>to</strong><br />

develop resources for educational items <strong>and</strong> programs that are not normally part of <strong>the</strong><br />

Family Education Rights <strong>and</strong> Privacy Act (FERPA)<br />

The Family Educational Rights <strong>and</strong> Privacy Act (FERPA) affords both parents <strong>and</strong> students<br />

over 18 years of age (“eligible students”) certa<strong>in</strong> rights with respect <strong>to</strong> <strong>the</strong> student’s<br />

education records. They are:<br />

(1) The right <strong>to</strong> <strong>in</strong>spect <strong>and</strong> re<strong>view</strong> <strong>the</strong> student’s education records with<strong>in</strong> 45 days of <strong>the</strong><br />

day <strong>the</strong> District receives a request for access.<br />

Parents or eligible students should submit, <strong>to</strong> <strong>the</strong> school pr<strong>in</strong>cipal, a written request that<br />

identifies <strong>the</strong> record(s) <strong>the</strong>y wish <strong>to</strong> <strong>in</strong>spect. The pr<strong>in</strong>cipal will make arrangements for access<br />

<strong>and</strong> notify <strong>the</strong> parent or eligible student of <strong>the</strong> time <strong>and</strong> place where <strong>the</strong> records may be<br />

<strong>in</strong>spected.<br />

(2) The right <strong>to</strong> request <strong>the</strong> amendment of <strong>the</strong> student’s education records which <strong>the</strong><br />

parent or eligible student believes are <strong>in</strong>accurate or mislead<strong>in</strong>g.<br />

Parents or eligible students may ask <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> School District <strong>to</strong> amend a<br />

record that <strong>the</strong>y believe is <strong>in</strong>accurate or mislead<strong>in</strong>g. They should write <strong>the</strong> school pr<strong>in</strong>cipal,<br />

clearly identify <strong>the</strong> part of <strong>the</strong> record <strong>the</strong>y want changed, <strong>and</strong> specify why it is <strong>in</strong>accurate or<br />

mislead<strong>in</strong>g. If <strong>the</strong> District decides not <strong>to</strong> amend <strong>the</strong> record as requested by <strong>the</strong> parent or<br />

eligible student, <strong>the</strong> District will notify <strong>the</strong> parent or eligible student of <strong>the</strong> decision <strong>and</strong><br />

advise <strong>the</strong>m of <strong>the</strong>ir right <strong>to</strong> a hear<strong>in</strong>g regard<strong>in</strong>g <strong>the</strong> request for amendment. Additional<br />

<strong>in</strong>formation regard<strong>in</strong>g <strong>the</strong> hear<strong>in</strong>g procedures will be provided <strong>to</strong> <strong>the</strong> parent or eligible<br />

student when notified of <strong>the</strong> right <strong>to</strong> a hear<strong>in</strong>g.<br />

(3) The right <strong>to</strong> consent <strong>to</strong> disclosures of personally identifiable <strong>in</strong>formation conta<strong>in</strong>ed <strong>in</strong><br />

<strong>the</strong> student’s educational records, except <strong>to</strong> <strong>the</strong> extent that FERPA authorizes disclosure<br />

without consent.<br />

One exception that permits disclosure without consent is disclosure <strong>to</strong> school officials<br />

with legitimate education <strong>in</strong>terests. A school official is a person employed by <strong>the</strong> District as<br />

an adm<strong>in</strong>istra<strong>to</strong>r, supervisor, <strong>in</strong>struc<strong>to</strong>r or support staff member (<strong>in</strong>clud<strong>in</strong>g health or medical<br />

staff <strong>and</strong> law enforcement unit personnel); a person serv<strong>in</strong>g on <strong>the</strong> School Board; a person or<br />

company with whom <strong>the</strong> District has contracted <strong>to</strong> perform a special task (such as an<br />

at<strong>to</strong>rney, audi<strong>to</strong>r, medical consultant or <strong>the</strong>rapist); or a parent or student serv<strong>in</strong>g on an<br />

official committee, such as a discipl<strong>in</strong>ary or grievance committee, or assist<strong>in</strong>g ano<strong>the</strong>r school<br />

official <strong>in</strong> perform<strong>in</strong>g his or her tasks.<br />

A school official has a legitimate educational <strong>in</strong>terest if <strong>the</strong> official needs <strong>to</strong> re<strong>view</strong> an<br />

education record <strong>in</strong> order <strong>to</strong> fulfill his or her professional responsibility.<br />

Upon request, <strong>the</strong> District discloses education records without consent <strong>to</strong> officials of<br />

ano<strong>the</strong>r school district <strong>in</strong> which a student seeks or <strong>in</strong>tends <strong>to</strong> enroll.<br />

(4) The right <strong>to</strong> file a compla<strong>in</strong>t with <strong>the</strong> U.S. Department of Education concern<strong>in</strong>g alleged<br />

failures by <strong>the</strong> District <strong>to</strong> comply with <strong>the</strong> requirements of FERPA.<br />

No Child Left Beh<strong>in</strong>d Act<br />

Section 9528 of <strong>the</strong> No Child Left Beh<strong>in</strong>d Act, requires that <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> Central<br />

School District disclose, upon request, <strong>the</strong> names, addresses <strong>and</strong> telephone list<strong>in</strong>gs of high<br />

school students <strong>to</strong> military recruiters <strong>and</strong> <strong>in</strong>stitutions of higher learn<strong>in</strong>g. There is a provision<br />

of <strong>the</strong> law that allows parents <strong>and</strong> students <strong>to</strong> request that such <strong>in</strong>formation not be released<br />

without prior written consent. Parents or students wish<strong>in</strong>g <strong>to</strong> exercise <strong>the</strong>ir option <strong>to</strong> withhold<br />

such <strong>in</strong>formation must sign <strong>and</strong> return a form <strong>to</strong> <strong>the</strong> build<strong>in</strong>g pr<strong>in</strong>cipal.<br />

Title 45<br />

Unless objection <strong>to</strong> any of <strong>the</strong> specific follow<strong>in</strong>g items of <strong>in</strong>formation is submitted <strong>in</strong> writwrit<strong>in</strong>g<br />

by parents or legal guardians or by those students <strong>the</strong>mselves who are over <strong>the</strong> age<br />

of 18 years, <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> School District herewith gives notice of <strong>in</strong>tention <strong>to</strong> provide,<br />

release or publish <strong>in</strong> <strong>the</strong> newsletters, school or student newspapers, magaz<strong>in</strong>es, yearbooks or<br />

o<strong>the</strong>r publications, daily or weekly newspapers, athletic programs, news releases any or all of<br />

<strong>the</strong> follow<strong>in</strong>g <strong>in</strong>formation perta<strong>in</strong><strong>in</strong>g <strong>to</strong> students as may be appropriate under <strong>the</strong><br />

circumstances: name of student, names of parents, address, age, height, weight, grade,<br />

major field of study, participation <strong>in</strong> recognized school activities, extracurricular activities <strong>and</strong><br />

sports programs, academic honors, achievements, awards, scholarships, <strong>and</strong> similar<br />

<strong>in</strong>formation under Title 45. Parents who do not desire release of any of <strong>the</strong> <strong>above</strong> direc<strong>to</strong>ry<br />

<strong>in</strong>formation must make specific requests <strong>to</strong> <strong>the</strong> Super<strong>in</strong>tendent of Schools on or before<br />

Oc<strong>to</strong>ber 1 of each school year. Failure <strong>to</strong> make such a request shall be deemed consent <strong>to</strong><br />

release, provide or publish <strong>the</strong> direc<strong>to</strong>ry <strong>in</strong>formation.<br />

Parents for Megan’s Law<br />

As our School District recognizes that <strong>the</strong> safety of all students is a primary concern, we are<br />

provid<strong>in</strong>g a l<strong>in</strong>k <strong>to</strong> <strong>the</strong> Parents for Megan’s Law Organization:<br />

www.parentsformeganslaw.com. Community residents will be able <strong>to</strong> receive up-<strong>to</strong>-date<br />

<strong>in</strong>formation regard<strong>in</strong>g any sex offender who might be liv<strong>in</strong>g <strong>in</strong> our area by register<strong>in</strong>g on that<br />

website.<br />

Title IX<br />

Title IX is <strong>the</strong> portion of <strong>the</strong> Education Amendments of 1972 which prohibits sex<br />

discrim<strong>in</strong>ation <strong>in</strong> federally assisted programs. On July 21, 1975, <strong>the</strong> f<strong>in</strong>al Title IX regulations<br />

went <strong>in</strong><strong>to</strong> effect. Specifically, Title IX states:<br />

No person <strong>in</strong> <strong>the</strong> United States shall, on <strong>the</strong> basis of sex, be excluded from<br />

participation <strong>in</strong>, be denied <strong>the</strong> benefit of, or be subjected <strong>to</strong> discrim<strong>in</strong>ation under any<br />

education program or activity receiv<strong>in</strong>g Federal f<strong>in</strong>ancial assistance.<br />

Haz<strong>in</strong>g, <strong>in</strong>itiation activities, harassment <strong>and</strong> bully<strong>in</strong>g are abusive <strong>and</strong> often illegal<br />

behaviors that harm victims <strong>and</strong> negatively impact <strong>the</strong> school environment by creat<strong>in</strong>g an<br />

atmosphere of fear, distrust, mean-spiritedness, <strong>in</strong>timidation <strong>and</strong> <strong>in</strong><strong>to</strong>lerance. Accord<strong>in</strong>gly, haz<strong>in</strong>g,<br />

<strong>in</strong>itiation activities, harassment <strong>and</strong> bully<strong>in</strong>g will not be <strong>to</strong>lerated at any level <strong>in</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> as<br />

<strong>the</strong>y are dangerous, violative of <strong>the</strong> law <strong>and</strong> District policy, <strong>and</strong> immoral.<br />

This policy is <strong>to</strong> ensure a safe learn<strong>in</strong>g environment for students <strong>and</strong> staff that is free from haz<strong>in</strong>g,<br />

<strong>in</strong>itiation activities, harassment <strong>and</strong> bully<strong>in</strong>g <strong>and</strong> that promotes respect, civility, dignity <strong>and</strong> equality.<br />

Haz<strong>in</strong>g, <strong>in</strong>itiation activities, harassment <strong>and</strong> bully<strong>in</strong>g activities of any type are <strong>in</strong>consistent with <strong>the</strong><br />

educational goals of <strong>the</strong> District, <strong>and</strong> are condemned <strong>and</strong> strictly prohibited at all times. Moreover,<br />

it is <strong>the</strong> policy of <strong>the</strong> District that no student or adult will participate <strong>in</strong> or be members of any secret<br />

fraternity or sorority, athletic team, club or organization that is <strong>in</strong> any degree related <strong>to</strong> <strong>the</strong> school or<br />

<strong>to</strong> a School District activity which engages <strong>in</strong> any form of haz<strong>in</strong>g, <strong>in</strong>itiation activities, harassment or<br />

bully<strong>in</strong>g, whe<strong>the</strong>r on school grounds, school buses or at all school-sponsored activities, programs <strong>and</strong><br />

events, <strong>in</strong>clud<strong>in</strong>g those that take place at locations outside <strong>the</strong> District.<br />

General Policy Statements<br />

• No student, teacher, coach, adm<strong>in</strong>istra<strong>to</strong>r, paraprofessional, volunteer, contrac<strong>to</strong>r or o<strong>the</strong>r<br />

employee of <strong>the</strong> District shall plan, direct, encourage, aid or engage <strong>in</strong> haz<strong>in</strong>g, <strong>in</strong>itiation activities,<br />

harassment or bully<strong>in</strong>g.<br />

• No student, teacher, coach, adm<strong>in</strong>istra<strong>to</strong>r, paraprofessional, volunteer, contrac<strong>to</strong>r or o<strong>the</strong>r<br />

employee of <strong>the</strong> District shall permit, condone or <strong>to</strong>lerate haz<strong>in</strong>g, <strong>in</strong>itiation activities, harassment or<br />

bully<strong>in</strong>g.<br />

• The District strictly prohibits students, teachers, coaches, adm<strong>in</strong>istra<strong>to</strong>rs, paraprofessionals,<br />

volunteers, contrac<strong>to</strong>rs or o<strong>the</strong>r employees of <strong>the</strong> District from engag<strong>in</strong>g <strong>in</strong>dividually or collectively<br />

<strong>in</strong> any form of haz<strong>in</strong>g, <strong>in</strong>itiation activities, harassment or bully<strong>in</strong>g on school property, off school<br />

property or on a school bus, <strong>in</strong> connection with any school activity or <strong>in</strong>volv<strong>in</strong>g any person associated<br />

with <strong>the</strong> school, regardless of where it occurs.<br />

Students, teachers, coaches, adm<strong>in</strong>istra<strong>to</strong>rs, paraprofessionals, volunteers, contrac<strong>to</strong>rs or o<strong>the</strong>r<br />

employees who participate <strong>in</strong> haz<strong>in</strong>g, <strong>in</strong>itiation activities, harassment or bully<strong>in</strong>g will also be referred<br />

<strong>to</strong> appropriate law enforcement authorities <strong>and</strong> may face subsequent prosecution for haz<strong>in</strong>g,<br />

harassment or assault.<br />

Consent is no defense <strong>to</strong> a charge of haz<strong>in</strong>g, <strong>in</strong>itiation activities, harassment or bully<strong>in</strong>g.<br />

Apparent permission or consent by a person be<strong>in</strong>g hazed, <strong>in</strong>itiated, harassed or bullied does not<br />

lessen <strong>the</strong> prohibitions or penalties conta<strong>in</strong>ed here<strong>in</strong>.<br />

This policy applies <strong>to</strong> behavior that occurs on or off school property or on any school bus ride <strong>and</strong><br />

dur<strong>in</strong>g, before <strong>and</strong> after school hours.<br />

Report<strong>in</strong>g – In order for <strong>the</strong> District <strong>to</strong> effectively enforce this policy, it is essential that all<br />

victims of haz<strong>in</strong>g, <strong>in</strong>itiation activities, harassment or bully<strong>in</strong>g <strong>and</strong> persons with knowledge of haz<strong>in</strong>g,<br />

<strong>in</strong>itiation activities, harassment or bully<strong>in</strong>g report <strong>the</strong>m immediately. Visit our website at<br />

School District Action – The District will promptly <strong>in</strong>vestigate all compla<strong>in</strong>ts, ei<strong>the</strong>r formal or<br />

<strong>in</strong>formal, verbal or written of haz<strong>in</strong>g, <strong>in</strong>itiation activities, harassment or bully<strong>in</strong>g.<br />

Project Save <strong>and</strong> Dignity for all Students Act (DASA)<br />

The Dignity for All Students Act (The Dignity Act also known as DASA) was signed <strong>in</strong><strong>to</strong> law on<br />

September 13, 2010 <strong>and</strong> went <strong>in</strong><strong>to</strong> effect on July 1, 2012.<br />

The legislation amended State Education Law by creat<strong>in</strong>g a new Article 2, Dignity for All Students. It<br />

combats bias-based bully<strong>in</strong>g, harassment, <strong>and</strong> discrim<strong>in</strong>ation <strong>in</strong> public schools, <strong>and</strong> <strong>in</strong>cludes<br />

awareness <strong>and</strong> sensitivity <strong>in</strong> <strong>the</strong> relations of people <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>dividuals of different races, weights,<br />

national orig<strong>in</strong>s, ethnicity, religions or religious practices, mental or physical abilities, sexes, sexual<br />

orientations, gender identities or expressions.<br />

The District has amended <strong>the</strong> Code of Conduct <strong>to</strong> reflect <strong>the</strong> changes under DASA.<br />

Students may be subject <strong>to</strong> discipl<strong>in</strong>ary action, <strong>in</strong>clud<strong>in</strong>g detention, <strong>in</strong>-school supervision, suspension<br />

from school <strong>and</strong> expulsion, when <strong>the</strong>y engage <strong>in</strong> any conduct that ENDANGERS THE SAFETY,<br />

MORALS, HEALTH OR WELFARE OF THEMSELVES AND/OR OTHERS. Examples of such conduct<br />

<strong>in</strong>clude but are not limited <strong>to</strong>:<br />

Discrim<strong>in</strong>ation, which <strong>in</strong>cludes, but is not limited <strong>to</strong> <strong>the</strong> use of race, color, weight, national orig<strong>in</strong>,<br />

ethnic group, religion, religious practice, disability, sex, sexual orientation or gender (<strong>in</strong>clud<strong>in</strong>g<br />

gender identity <strong>and</strong> expression) as a basis for treat<strong>in</strong>g ano<strong>the</strong>r <strong>in</strong> a negative manner. Discrim<strong>in</strong>ation<br />

is <strong>the</strong> act of deny<strong>in</strong>g rights, benefits, justice, equitable treatment or access <strong>to</strong> facilities available <strong>to</strong> all<br />

o<strong>the</strong>rs, <strong>to</strong> an <strong>in</strong>dividual or group of people because of <strong>the</strong> group, class or category <strong>to</strong> which that<br />

person belongs.<br />

Harassment, <strong>in</strong>clud<strong>in</strong>g sexual harassment <strong>and</strong> bully<strong>in</strong>g, is def<strong>in</strong>ed as <strong>the</strong> creation of a hostile<br />

environment by conduct or by verbal threats, <strong>in</strong>timidation or abuse that has or would have <strong>the</strong> effect<br />

of unreasonably <strong>and</strong> substantially <strong>in</strong>terfer<strong>in</strong>g with a student’s educational performance,<br />

pportunities or benefits, or mental, emotional or physical well-be<strong>in</strong>g or conduct, verbal threats,<br />

<strong>in</strong>timidation or abuse that reasonably causes or would reasonably be expected <strong>to</strong> cause a student <strong>to</strong><br />

fear for his or her physical safety.<br />

Haz<strong>in</strong>g is an <strong>in</strong>duction, <strong>in</strong>itiation or membership process <strong>in</strong>volv<strong>in</strong>g harassment which produces public<br />

humiliation, physical or emotional discomfort, bodily <strong>in</strong>jury or public ridicule or creates a situation<br />

where public humiliation, physical or emotional discomfort, bodily <strong>in</strong>jury or public ridicule is likely <strong>to</strong><br />

occur.<br />

Bully<strong>in</strong>g is unders<strong>to</strong>od <strong>to</strong> be a hostile activity, which harms or <strong>in</strong>duces fear through <strong>the</strong> threat of<br />

fur<strong>the</strong>r aggression <strong>and</strong>/or creates terror. Bully<strong>in</strong>g <strong>in</strong>volves an imbalance of power or strength <strong>and</strong><br />

can manifest itself physically, verbally or through non-verbal communication such as gestures or<br />

social exclusion.<br />

Cyber bully<strong>in</strong>g (also known as “digital” or “electronic bully<strong>in</strong>g”) is <strong>the</strong> repeated use of <strong>in</strong>formation<br />

technology such as <strong>the</strong> <strong>in</strong>ternet, email, social networks, <strong>in</strong>stant messag<strong>in</strong>g services, blogs, cell phones<br />

<strong>and</strong> gam<strong>in</strong>g systems <strong>to</strong> deliberately harass, threaten or <strong>in</strong>timidate o<strong>the</strong>rs. Cyber bully<strong>in</strong>g may <strong>in</strong>volve<br />

send<strong>in</strong>g mean, vulgar or threaten<strong>in</strong>g messages or images; post<strong>in</strong>g sensitive or private <strong>in</strong>formation<br />

about ano<strong>the</strong>r person; pretend<strong>in</strong>g <strong>to</strong> be someone else <strong>in</strong> order <strong>to</strong> malign that o<strong>the</strong>r person; or<br />

<strong>in</strong>tentionally exclud<strong>in</strong>g someone from an <strong>in</strong>ternet-based group or activity.<br />

School Prayer<br />

The <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> Central School District hereby certifies that no policy prevents, or<br />

o<strong>the</strong>rwise denies participation <strong>in</strong>, constitutionally protected prayer <strong>in</strong> public elementary schools<br />

<strong>and</strong> secondary schools, as detailed under <strong>the</strong> No Child Left Beh<strong>in</strong>d Act (NCLB).<br />

Sexual Harassment Policy<br />

The Board of Education condemns all sexual harassment <strong>and</strong> fur<strong>the</strong>r forbids all from<br />

engag<strong>in</strong>g <strong>in</strong> such activity. The Board also strongly opposes any retalia<strong>to</strong>ry behavior aga<strong>in</strong>st<br />

compla<strong>in</strong>ants or witnesses. The Board is committed <strong>to</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a learn<strong>in</strong>g environment that is<br />

free from all forms of sexual harassment. Any concerns regard<strong>in</strong>g this policy should be<br />

addressed <strong>to</strong> Title IX Compliance Officers, Dr. Patrick Harrigan at 592-3025 or Allison Str<strong>and</strong> at<br />

592-3063.<br />

Use of School Facilities<br />

The Board of Education will<strong>in</strong>gly considers specific requests for <strong>the</strong> use of school build<strong>in</strong>gs<br />

<strong>and</strong>/or facilities by civic <strong>and</strong> community organizations. Interested parties desir<strong>in</strong>g <strong>the</strong> use of such<br />

build<strong>in</strong>gs or facilities should go <strong>to</strong> <strong>the</strong> <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> website<br />

under District Adm<strong>in</strong>istration <strong>and</strong> click on Use of Facilities where<br />

<strong>the</strong>y will f<strong>in</strong>d our policy, costs <strong>and</strong> application request. All costs<br />

<strong>in</strong>volved, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>surance, must be covered by <strong>in</strong>dividual<br />

organizations.<br />

Visi<strong>to</strong>rs<br />

In order <strong>to</strong> ensure <strong>the</strong> safety of students <strong>and</strong> staff, <strong>and</strong> <strong>to</strong> prevent<br />

<strong>the</strong> <strong>in</strong>terruption of<br />

classes, all visi<strong>to</strong>rs are required <strong>to</strong> report <strong>to</strong> <strong>the</strong> Ma<strong>in</strong> Office <strong>and</strong><br />

sign <strong>in</strong> upon enter<strong>in</strong>g each school build<strong>in</strong>g.<br />

Work<strong>in</strong>g Papers<br />

Work<strong>in</strong>g papers are required for all m<strong>in</strong>ors under <strong>the</strong> age of 18<br />

who seek full or part-time employment. Applicants may obta<strong>in</strong><br />

work<strong>in</strong>g papers through <strong>the</strong>ir school guidance office.<br />

Interested students should consult with <strong>the</strong>ir guidance counselors<br />

<strong>to</strong> learn of all requirements necessary for obta<strong>in</strong><strong>in</strong>g work<strong>in</strong>g<br />

papers.<br />

Transportation<br />

Transportation is provided for all students K-12, regardless of where <strong>the</strong>y reside with<strong>in</strong> <strong>the</strong><br />

School District. Transportation is also provided for all students attend<strong>in</strong>g private <strong>and</strong> parochial<br />

schools up <strong>to</strong> a distance of 15 miles from home <strong>to</strong> school. Please be aware that video cameras<br />

are used on <strong>the</strong> buses <strong>to</strong> help moni<strong>to</strong>r activities <strong>and</strong> <strong>to</strong> re<strong>in</strong>force acceptable behavior. The <strong>Half</strong><br />

<strong>Hollow</strong> <strong>Hills</strong> School District provides bus<strong>in</strong>g services for students engaged <strong>in</strong> sports <strong>and</strong><br />

extracurricular activities, as well as transportation <strong>to</strong> Reach/CYA <strong>and</strong> after-school child care when<br />

it is located with<strong>in</strong> <strong>the</strong> student’s exist<strong>in</strong>g attendance zone. The Transportation Office can be<br />

Food Allergies<br />

Serious food allergies appear <strong>to</strong> be <strong>in</strong>creas<strong>in</strong>g <strong>in</strong> frequency <strong>and</strong> <strong>the</strong> number of affected<br />

students is ris<strong>in</strong>g. In some cases, m<strong>in</strong>ute amounts of <strong>the</strong> food allergen, when eaten, <strong>to</strong>uched or<br />

<strong>in</strong>haled can make <strong>the</strong> allergic child very ill. Some food-allergic children are at risk for<br />

life-threaten<strong>in</strong>g anaphylaxis.<br />

Currently, <strong>the</strong>re is no cure for food allergies <strong>and</strong> avoidance is <strong>the</strong> only prevention; yet it is<br />

impossible <strong>to</strong> achieve complete avoidance of all allergic foods as <strong>the</strong>re can be hidden or<br />

accidentally <strong>in</strong>troduced sources. Therefore, <strong>the</strong> child’s parents <strong>and</strong> physician must prepare <strong>the</strong><br />

School District for serious reactions that may occur despite precautions.<br />

Parents are responsible for notify<strong>in</strong>g <strong>the</strong> school of students with documented food<br />

allergies <strong>and</strong>/or anaphylaxis <strong>and</strong> for provid<strong>in</strong>g <strong>the</strong> school with medical <strong>in</strong>formation <strong>and</strong> <strong>the</strong> family<br />

physician’s treatment pro<strong>to</strong>col. The parents will be given a copy of District Policy #5425,<br />

Regulation #5425R <strong>and</strong> Exhibits. Parents are responsible for provid<strong>in</strong>g <strong>the</strong> allergic child’s<br />

medication directly <strong>to</strong> <strong>the</strong> school health office <strong>in</strong> a properly labeled orig<strong>in</strong>al conta<strong>in</strong>er.<br />

The District’s goals for severe food-allergic children are <strong>to</strong> reduce <strong>the</strong> risk of exposure,<br />

identify <strong>and</strong> recognize symp<strong>to</strong>ms of an adverse reaction <strong>and</strong> ensure prompt emergency<br />

treatment. Implementation shall be consistent across <strong>the</strong> District.<br />

Founded <strong>in</strong> 1897, <strong>the</strong> PTA is a national association dedicated <strong>to</strong><br />

safeguard<strong>in</strong>g <strong>and</strong> promot<strong>in</strong>g <strong>the</strong> welfare of children <strong>in</strong> home, school,<br />

place of worship, <strong>and</strong> community, an association that was <strong>to</strong> grow <strong>in</strong><br />

strength <strong>and</strong> <strong>in</strong>fluence.<br />

The PTA <strong>in</strong> New York actually predates <strong>the</strong> national meet<strong>in</strong>g <strong>in</strong> 1897 by<br />

two years <strong>and</strong> became <strong>the</strong> first state PTA congress under <strong>the</strong><br />

National PTA. The New York State PTA, <strong>in</strong> which <strong>the</strong> <strong>Half</strong><br />

<strong>Hollow</strong> <strong>Hills</strong> PTA’s are members, is <strong>in</strong>corporated as a not-for-profit<br />

association under <strong>the</strong> laws of New York State <strong>and</strong> serves as a branch of<br />

National PTA. Each school <strong>in</strong> <strong>the</strong> District has a PTA unit with a govern<strong>in</strong>g<br />

Executive Committee. The <strong>Half</strong> <strong>Hollow</strong> <strong>Hills</strong> PTA Council is <strong>the</strong><br />

coord<strong>in</strong>at<strong>in</strong>g body comprised of its own executive committee,<br />

representatives from each unit, District Committee Chair People <strong>and</strong> <strong>the</strong><br />

Super<strong>in</strong>tendent of Schools.<br />

The PTA Purposes:<br />

•To promote <strong>the</strong> welfare of children <strong>and</strong> youth <strong>in</strong> home, school,<br />

community, <strong>and</strong> place of worship.<br />

•To raise <strong>the</strong> st<strong>and</strong>ards of home life.<br />

•To secure adequate laws for <strong>the</strong> care <strong>and</strong> protection of children <strong>and</strong><br />

youth. To br<strong>in</strong>g <strong>in</strong><strong>to</strong> closer relation <strong>the</strong> home <strong>and</strong> <strong>the</strong> school, that parents<br />

<strong>and</strong> teachers may cooperate <strong>in</strong>telligently <strong>in</strong> <strong>the</strong> education of children <strong>and</strong><br />

youth.<br />

•To develop between educa<strong>to</strong>rs <strong>and</strong> <strong>the</strong> general public such united efefforts<br />
