The <strong>meeting</strong>, held at Candlewood Middle School, was called to<br />

order by Mrs. Sorkin at 7:00 p.m.<br />

A Motion was made by Mr. Ptucha, seconded by Mr. Geringswald,<br />

and carried unanimously (6-0) to convene into Executive Session<br />

at 7:00 p.m. in order to discuss contractual and personnel issues.<br />

The <strong>meeting</strong> convened into Open Session at 8:20 p.m.<br />

Mrs. Sorkin commenced the <strong>meeting</strong> with the Pledge <strong>of</strong><br />

Allegiance.<br />

The Board <strong>of</strong> Education and Administration introduced themselves<br />

to the audience.<br />

Dr. Karnilow said it was a pleasure to be at Candlewood Middle<br />

School this evening and introduced Mr. Andrew Greene, Principal<br />

<strong>of</strong> Candlewood.

PRINCIPAL’S MESSAGE: Mr. Andrew Greene, Principal <strong>of</strong> Candlewood Middle School,<br />

welcomed everyone to Candlewood. There have been many<br />

accomplishments and awards throughout this year at Candlewood.<br />

Mr. Greene thanked his two new Assistant Principals, Mike<br />

Abrescia and Traci Roethel for a wonderful year. He mentioned<br />

one person who came to Candlewood at the beginning <strong>of</strong> this year<br />

who has turned things around for the better. Head Custodian, Nick<br />

Nugent, has done a great job at Candlewood and the building looks<br />

great! Mr. Greene wished everyone a wonderful summer with<br />

time spent with family and friends and time to relax.<br />

SUMMER SCHOOL<br />

PROGRAM:<br />

Dr. Karnilow said we are moving forward with plans for<br />

our Summer School Program:<br />

‣ Six Week Special Education Summer School at Forest Park<br />

‣ Four Week Program Pre-K through Grade 2 at Signal Hill<br />

Dr. Karnilow mentioned that we are developing a partnership with<br />

Cannon USA Headquarters in Melville. Dr. Karnilow has spoken<br />

with the President <strong>of</strong> Cannon USA and they have toured our<br />

<strong>school</strong>s. They are committed to working with our District in the<br />

future providing support for STEM, Robotics and possibly Science<br />

Labs.<br />

Legislator Steve Stern stated that we have had discussions<br />

regarding developing Half Hollow Hills as a pilot <strong>of</strong> wireless<br />

connectivity.<br />

FIRE AT DISTRICT’S<br />

TRANSPORTATION<br />

FACILITY:<br />

Mr. Manuel reported that last evening at 8:30 p.m. there was a fire<br />

in our Transportation Building. It began in one <strong>of</strong> the buses. The<br />

Dix Hills, Melville and Huntington Manor Fire Departments all<br />

responded. There were over 100 firefighters battling the blaze.<br />

The firefighters did an amazing job extinguishing the fire quickly,<br />

however, there was extensive smoke damage to the building. Our<br />

insurance company has been informed and clean-up has begun.<br />

Structural engineers will inspect the building. Our goal will be to<br />

work through the summer to restore the building. Buses were on<br />

schedule this morning.<br />

Mr. Manuel thanked everyone involved from the firefighters to the<br />

police. Our staff and security were at the scene all through the<br />

night. It was everyone’s priority to get the children to <strong>school</strong> on<br />

time today. One bus is completely ruined and a second bus has<br />

damage.<br />

Dr. Karnilow commended Mr. Manuel, Mr. Anderson, Mr. Fede,<br />

Mr. Troy, Mr. John and the whole MIS staff and maintenance staff<br />

for their efforts last night.<br />

Mrs. Catapano read the following letter:<br />

“It was with very mixed emotions that I decided not to continue as<br />

a Trustee for the Board <strong>of</strong> Education. It has truly been a privilege<br />

and an honor to serve each and every one <strong>of</strong> you, and assist in the<br />

<strong>education</strong> <strong>of</strong> our children. I am very proud <strong>of</strong> the many programs<br />

that we have implemented for our kids from the enrichment<br />

program at the elementary level, universal pre-K, the cross <strong>district</strong><br />

theater program for the fifth grade and the combined middle<br />

<strong>school</strong> plays, the enactment <strong>of</strong> sixth grade foreign language and<br />

our elementary foreign language clubs. At the high <strong>school</strong> level,<br />

the expansion <strong>of</strong> our AP course <strong>of</strong>ferings, and electives, the nine<br />

period day at the secondary level, the expansion <strong>of</strong> sports teams<br />

and the expansion <strong>of</strong> our research program to begin in ninth<br />

grade. We, administration, PTA, teachers and the Board <strong>of</strong><br />

Education should be very proud <strong>of</strong> what we have accomplished.<br />

We truly have transformed the lives <strong>of</strong> children.<br />

We as members <strong>of</strong> the Board <strong>of</strong> Education have been through some<br />

wonderful and sad times. I know that I leave the Board <strong>of</strong><br />

Education in very capable hands. Continue to listen to the Half<br />

Hollow Hills Community, PTA residents and taxpayers. We are<br />

now in a very difficult economic climate. We have a tax cap<br />

looming that may very shortly be imposed on us by New York<br />

State. You have some very difficult decisions to be made if this<br />

occurs. I know you will do what is right for the children <strong>of</strong> our<br />

community. They deserve nothing but our best efforts!<br />

Continue to listen to the taxpayers and their ideas. Take the time<br />

to educate them on our decisions. Search for ways to improve the<br />

bottom line. They too, want to do what is right for our children.<br />

I have truly learned something from every member <strong>of</strong> the Half<br />

Hollow Hills Community. I want to thank them for trusting me<br />

with their children’s <strong>education</strong>. To Dr. Karnilow, Kelly, Patrick,<br />

Mary, Victor and Mike who is now retired, I have learned so much<br />

from each and every one <strong>of</strong> you. So thank you. It has been an<br />

<strong>education</strong> for me!<br />

I will leave by saying that I am not gone, but moving on to a new<br />

chapter in my life, and I will cherish the time we have spent<br />

together! Thank you!”<br />

Mr. Marcucci expressed his gratitude to everyone this evening.<br />

Mrs. Sorkin read the following letter:<br />

“The first is thank you. I have been elected and reelected to the<br />

Half Hollow Hills Board <strong>of</strong> Education, serving now for almost a<br />

decade.<br />

Thank you first to the entire administrative staff for the<br />

Board <strong>of</strong> Education - that entire staff is only one person,<br />

Rosanne Marini. Without your support, none <strong>of</strong> our<br />

wonderful accomplishments would be possible.<br />

Thank you to the community; the confidence you placed in<br />

me, gave me the confidence to represent all <strong>of</strong> us in many<br />

endeavors, to improve the quality <strong>of</strong> <strong>education</strong>, and lives, in<br />

Half Hollow Hills.<br />

Thank you to Dr. Karnilow, our outstanding administrative<br />

team and the staff <strong>of</strong> our <strong>school</strong> <strong>district</strong>. Many <strong>of</strong> you know<br />

that next year, my daughter Hannah will be going to a<br />

private prep <strong>school</strong> in Massachusetts. While her pursuit <strong>of</strong><br />

excellence in academics is well-met here, she has outgrown<br />

opportunities on Long Island to play high-level ice hockey.<br />

To pursue her passion, going into only her sophomore<br />

year, she has to move on. Here is what I want to say about<br />

that: After a year <strong>of</strong> researching and visiting and<br />

interviewing some <strong>of</strong> the finest private academic<br />

institutions in this country, preparatory <strong>school</strong>s that have<br />

graduated presidents, Nobel prize winners, and even the<br />

Beasty Boys, I can tell you that the Half Hollow Hills<br />

School District is second to none.<br />

Thank you to my fellow Board members. Working with all<br />

<strong>of</strong> you has been an honor and a privilege. We have done<br />

some amazing things. I count among my favorites, the<br />

development <strong>of</strong> our extensive communication strategy, our<br />

Turf Fields, and most recently, yet another country-wide<br />

search, this time for a Superintendent, and again, secondto-none,<br />

we have Mrs. Kelly Fallon.<br />

Many have asked if my departure is bittersweet. No it is just<br />

sweet. I have loved being here and now I am excited about<br />

the next phase <strong>of</strong> my life. And I know I am entering that<br />

next phase as a better person for all I have experienced as<br />

a member <strong>of</strong> the governance team here in the Half Hollow<br />

Hills School District.<br />

I thank you all.”<br />

TRIPLE A AWARD<br />

RECIEPIENT:<br />

Mrs. Sorkin read the following statement:<br />

Four years ago, in the spring <strong>of</strong> 2007, Dr. Karnilow unveiled a<br />

concept that was to define the heart and soul <strong>of</strong> our District: He<br />

defined us as: Half Hollow Hills, a Triple A District, Perfectly<br />

Blending Academics, Athletics, and the Arts. Since then, many<br />

<strong>district</strong>s have identified Triple A as a best practice and adopted<br />

this concept, but Dr. Karnilow, driving home in his car one night,<br />

invented it.<br />

Differentiating instruction in the classroom based on learning<br />

styles and abilities may have been new to <strong>district</strong>s across the<br />

country at the time, but we were already there. Dr. Karnilow was<br />

now on to differentiating the entire <strong>school</strong> experience based on<br />

aptitude, dreams and passions.<br />

He created a culture, from elementary through high <strong>school</strong>, which<br />

would <strong>of</strong>fer our students a tremendous array <strong>of</strong> opportunities he<br />

believed they deserved to develop their unique talents and abilities,<br />

to explore new experiences and fields <strong>of</strong> study, and to engage in<br />

activities and projects that would perfectly balance their growing<br />

needs, interests, and dreams.<br />

Only a man incredibly passionate about <strong>education</strong> could create an<br />

<strong>education</strong>al culture passionate about passion.<br />

Each year Dr. Karnilow presents to a graduating student from<br />

each <strong>of</strong> our high <strong>school</strong>s the Superintendent’s Triple A Award. It<br />

goes to a student who embodies the character and<br />

accomplishments in each <strong>of</strong> our A’s; Academics, Athletics and the<br />

Arts.<br />

Tonight, the Board <strong>of</strong> Education presents the Board <strong>of</strong> Education<br />

Triple A Award to the man who made possible the incredible depth<br />

and breadth <strong>of</strong> Triple A opportunities to thousands <strong>of</strong> students<br />

throughout our District.<br />

Tonight’s recipient <strong>of</strong> the Board <strong>of</strong> Education Triple A Award is<br />

Dr. Sheldon Karnilow.<br />

Dr. Karnilow said it has been a great honor to spend the last ten<br />

years <strong>of</strong> his career in the Half Hollow Hills Central School District.<br />

He has felt supported and valued and we are all here for the<br />

children who come first.<br />

they have given to Half Hollow Hills. She said they will all be missed,<br />

but forever will leave their contributions to the Half Hollow Hills<br />

Central School District.<br />

Kesha Woodard thanked Mr. Marcucci, Mrs. Catapano and<br />

Mrs. Sorkin for their service on the Board <strong>of</strong> Education. She<br />

thanked Mr. Manuel and said she will miss him. She also thanked<br />

Dr. Karnilow and said she appreciated his door always being open.<br />

Mrs. Woodard said she is looking forward to working with Mrs.<br />

Fallon and welcomed the new Board Members.<br />

POLICY CHANGES<br />

SECOND READING:<br />

According to the Governmental Accounting Standards Board<br />

(GASB) Statement No. 54, all <strong>school</strong> <strong>district</strong>s are required to<br />

develop a fund balance policy and re-class existing fund balance<br />

into newly named categories for the fiscal year ending June 30,<br />

2011. This policy is being presented for a “Second Reading”. The<br />

“First Reading” was on June 6, 2011.<br />

“Second Reading”. These policies reflect changes as<br />

recommended by our internal auditors, R.S. Abrams & Co., LLP.<br />

SCHOOL MEAL PRICES: BE IT RESOLVED that the elementary and secondary lunch<br />

prices be increased by $.50. Beginning with the 2011-12 <strong>school</strong><br />

year the new cost for <strong>school</strong> lunches will be $2.25 for elementary<br />

<strong>school</strong>s and $2.50 for secondary <strong>school</strong>s.<br />

BE IT RESOLVED that the elementary and secondary breakfast<br />

prices be increased by $.25. Beginning with the 2011-12 <strong>school</strong><br />

year the new cost for <strong>school</strong> breakfasts will be $1.25 for<br />

elementary <strong>school</strong>s and $1.60 for secondary <strong>school</strong>s.<br />

BE IT FURTHER RESOLVED that the practice <strong>of</strong> waiving the<br />

$.25 charge for reduced meals be discontinued beginning with the<br />

2011-2012 <strong>school</strong> year.<br />

DISPOSITION OF SURPLUS AND<br />

OBSOLETE EQUIPMENT: COMPUTERS<br />

BE IT RESOLVED upon the recommendation <strong>of</strong> Corinne<br />

Carriero, Director <strong>of</strong> Instructional Technology, that the Apple<br />

desktops and laptop computers listed on the attached memo are<br />

non-functioning and due to their age cannot be repaired. This<br />

equipment should be declared obsolete and be disposed <strong>of</strong> in a<br />

manner that is in the best interest <strong>of</strong> the Half Hollow Hills Central<br />

School District.<br />

CC PRODUCTIONS, INC.<br />

SERVICE CONTRACT:<br />

BE IT RESOLVED that the Board <strong>of</strong> Education <strong>of</strong> the Half<br />

Hollow Hills Central School District approves the service contract<br />

between CC Productions, Inc. and the Half Hollow Hills Central<br />

School District at a fee <strong>of</strong> $13,758 per year effective July 1, 2011<br />

through June 30, 2012.<br />

LITIGATION<br />

SETTLEMENT:<br />

BE IT RESOLVED that upon the approval <strong>of</strong> the settlement <strong>of</strong><br />

the matter <strong>of</strong> JP at its May 9, 2011 Board <strong>of</strong> Education <strong>meeting</strong>,<br />

the Half Hollow Hills Central School District hereby authorizes<br />

and directs the Assistant Superintendent for Finance and Facilities<br />

to take the necessary action to appropriate and expend $10,000<br />

from the District’s Liability Reserve for payment and settlement <strong>of</strong><br />

the above referenced matter, for which the fund was established,<br />

pursuant to said Settlement Agreement and Mutual Release, and<br />

amend the 2010-2011 budget to include $10,000 into code A1930<br />

400 00 – Judgment and Claims.<br />

A Motion was made by Mrs. Bottenus, seconded by Mr. Geringswald,<br />

and carried unanimously (6-0) to approve the above Resolution.<br />

TAN RESOLUTION:<br />

A Motion was made by Mr. Marcucci, seconded by Mrs. Bottenus,<br />

and carried unanimously (6-0) to accept the annual Tan<br />

Anticipation Note Resolution, prepared by Hawkins, Delafield and<br />

Wood, New York Bond Counsel, authorizing the sale <strong>of</strong> Tax<br />

Anticipation Note not to exceed $45,000,000 in anticipation <strong>of</strong> the<br />

receipt <strong>of</strong> taxes to be levied for the fiscal year ending June 30,<br />

2012.<br />

EXCESS WORKERS COMPENSATION<br />

POLICY RENEWAL: BE IT HEREBY RESOLVED upon recommendation <strong>of</strong> the<br />

Assistant Superintendent for Finance and Facilities, the Board <strong>of</strong><br />

Education <strong>of</strong> the Half Hollow Hills Central School District<br />

approves the renewal <strong>of</strong> the Workers Compensation Policy for two<br />

years as attached memorandum from Barry Corbett, Employee<br />

Benefits Supervisor.<br />

EASTERN SUFFOLK BOCES<br />

JOINT MUNICIPAL COOPERATIVE<br />

BIDDING PROGRAM<br />

2011-2012 SCHOOL YEAR: WHEREAS various <strong>education</strong>al and municipal corporations<br />

located within the State <strong>of</strong> New York desire to bid jointly for<br />

generally needed services and standardized supply and equipment<br />

items; and<br />

WHEREAS the Half Hollow Hills Central School District, an<br />

<strong>education</strong>al/municipal corporation (hereinafter the “Participant”) is<br />

desirous <strong>of</strong> selectively participating with other <strong>education</strong>al and/or<br />

municipal corporations in the State <strong>of</strong> New York in joint bidding in<br />

the areas mentioned above pursuant to General Municipal Law §<br />

119-o and Education Law Section 1950; and<br />

WHEREAS the Participant is a municipality within the<br />

meaning <strong>of</strong> General Municipal Law § 119-n and is eligible<br />

to participate in the Board <strong>of</strong> Cooperative Educational<br />

Services, First Supervisory District <strong>of</strong> Suffolk County<br />

(hereinafter Eastern Suffolk BOCES) Joint Municipal<br />

Cooperative Bidding Program (hereinafter the “Program”)<br />

in the areas mentioned above; and<br />

WHEREAS the Participant acknowledges receipt <strong>of</strong> the Program<br />

description inclusive <strong>of</strong> Eastern Suffolk BOCES’ standard bid<br />

packet and the general conditions relating to said Program; and<br />

WHEREAS with respect to all activities conducted by the<br />

Program, the Participant wishes to delegate to Eastern Suffolk<br />

BOCES the responsibility for drafting <strong>of</strong> bid specifications,<br />

advertising for bids, accepting and opening bids, tabulating bids,<br />

awarding the bids, and reporting the results to the Participant.<br />

BE IT RESOLVED that the Participant hereby appoints Eastern<br />

Suffolk BOCES to represent it and to act as the lead agent in all<br />

matters related to the Program as described above; and<br />

BE IT FURTHER RESOLVED that the Participant hereby<br />

authorizes Eastern Suffolk BOCES to place all legal<br />

advertisements for any required cooperative bidding in Newsday,<br />

which is designated as the <strong>of</strong>ficial newspaper for the Program; and<br />

BE IT FURTHER RESOLVED that a Membership Committee<br />

consisting <strong>of</strong> one (1) representative from each Participant shall be<br />

formed. The Participant shall accordingly appoint one (1)<br />

representative to the Membership Committee. Said representative<br />

shall be provided with a list <strong>of</strong> bids. A <strong>meeting</strong> <strong>of</strong> the Membership<br />

Committee shall be held annually. Notice <strong>of</strong> the <strong>meeting</strong> shall be<br />

given to each representative at least five (5) days prior to such<br />

<strong>meeting</strong>; and<br />

BE IT FURTHER RESOLVED that this Agreement with the<br />

Participant shall be for a term <strong>of</strong> one (1) year as authorized by<br />

General Municipal Law §119-o.2.j.<br />

BE IT FURTHER RESOLVED that the Participant agrees to pay<br />

Eastern Suffolk BOCES an annual fee as determined annually by<br />

Eastern Suffolk BOCES to act as the lead agent for the Program.<br />

BE IT RESOLVED that the Board <strong>of</strong> Education <strong>of</strong> the Half<br />

Hollow Hills Central School District approve the upgrade <strong>of</strong> the<br />

cash register s<strong>of</strong>tware for POS to QSP version 4.0 and change the<br />

vendor from PaySchools to PayforIt at a combined cost <strong>of</strong> $3,033.<br />

BE IT FURTHER RESOLVED that the Board <strong>of</strong> Education<br />

approve the increase <strong>of</strong> the parent on-line transaction fee from<br />

$2.00 to $2.50.<br />
