Julian Rosenberg is a Director in Grant
Thornton’s Advisory Services Practice. He has
over 30 years of progressive leadership experience
in a highly regulated operating environment.
During this time he has been immersed in all
aspects of government contract accounting,
management accounting, cost accounting, cost
analysis and system implementation work. Julian’s
experience has been with many types and sizes of
companies, primarily government contractors.
Experience
Julian is a problem solver. He has been part of the
solution to many issues that businesses and
government agencies encounter, including
business management of operations, ERP
systems, pricing and negotiating contracts, labor
and timekeeping problems, technology
management, dissolution of operations, IT
outsourcing, assistant controllership and
compliance with government regulations and
requirements.
Julian is a Subject Matter Expert on all activities
involving the U.S. Government Cost Accounting
Standards (CAS), Federal Acquisition Regulations
(FAR), Defense Contract Audit Agency (DCAA)
and AASHTO Audit Guide requirements and
GAAP. He has significant experience leading
and/or supporting financial and operational
audits with Internal, External, DCAA and State
auditors. Julian has been an integral member in
M&A due diligence, process integration, and
cultural harmonization activities. He has
experience in the creation and enforcing of
corporate ethics and training.
Julian has extensive knowledge and experience in
internal controls required by the FAR, DFAR and
DCAA. He has implemented controls and risk
mitigation strategies aimed at ensuring sustained
operational compliance and the uninterrupted
flow of business.
Sector experience
Consulting and assisting companies to comply
with rules, regulations, guides and auditor
interpretations required of Federal and State
government contractors. Documents include
FAR, CAS, AASHTO Audit Guide, DCAA
Contract Audit Manual and auditors’
interpretations of laws, regulations and guides.
