GSEP Facilities Guide
Procedures for troops incorporate and assume the standards and requirements of the Girl Scouts
of Eastern Pennsylvania Volunteer Policies (printed in Volunteer Essentials) and the GSUSA Safety Activity
Checkpoints. These standards and procedures are designed to assist volunteers and staff in the delivery
of a safe, quality program for girls.
Membership and Volunteer Leadership
All girls and adults participating in the Girl Scout movement shall be registered as members with Girl Scouts
of the United States of America and individually pay the $12 annual membership dues, except those adults
who are lifetime members or who are working in a temporary advisory or consultative capacity.
Volunteer Screening Policy
Before volunteering, a mandatory volunteer application and consent for a background clearance is required
for all adult volunteers who work directly with girls. This includes all Leaders, Co-Leaders, Assistant Leaders,
Troop Cookie Managers, Service Unit Cookie Managers, Troop Fall Product Managers, Service Unit Fall
Product Managers and adults who attend overnight events.
Prior to assuming a volunteer position, candidates are required to complete a volunteer application and
background clearance consent form, and if clearances are required, submit the processing fee of $5.00.
Volunteer candidates who do not pass the Volunteer Background Clearance will be denied a position if a
provisional clearance is not authorized by GSEP. The response to any other reports will be at the discretion
and judgment of Council management.
Volunteer candidates who have a completed volunteer clearance process within the last 12 months may
submit a copy of these certifications with their application ($5.00 fee not required).
Volunteers will be required to update their volunteer records every 3 years by submitting a new consent form
and processing fee.
Health And Safety
Crisis Procedures – In the Event of a Serious Accident, Emergency or Fatality:
The person in charge at the scene should:
A. Give priority attention by providing all possible care for the injured person(s). Secure doctor, ambulance,
and police as appropriate through the Ranger.
B. Appoint a record keeper to provide written documentation of the emergency. Submit the Incident/
Accident Report within 24 hours to the Human Resources Department.
C. Move other girls/participants away from the injured person.
D. In the event of a fatality, always notify police. Assign a responsible adult to the scene of the accident.
See that no disturbance of victim(s) or surroundings is permitted before police have assumed authority.
E. Any serious accident or fatality must be reported to the Girl Scout Council IMMEDIATELY.
FOR SERIOUS EMERGENCIES:
Call 866.564.2030 and follow the instructions when prompted.
An “on-call” Council representative will return your call as soon as possible.
F. The Council Representative will decide who should call the parent/guardian or next of kin.
G. Refrain from making any statements orally, or in writing, which could be interpreted as an assumption
or rejection of responsibility for the accident.
888.564.4657 • www.gsep.org
3
H. Prepare a written accident report of the occurrence and participate in other follow-up as needed.
An Incident/Accident Report form is included in this publication or available on the "Forms"
page at www.gsep.org.
I. Refer all media (press, radio, T.V.) inquiries to designated staff member of Girl Scouts of Eastern
Pennsylvania. MAKE NO STATEMENTS.
Reporting Accidents Involving Girl Scouts
When a Girl Scout or adult member is injured during a supervised activity, the leader or adult supervising the
activity must complete and file an Incident/Accident Report form with the Human Resources Department
within 24 hours of the accident or injury. An Incident/Accident Report form is included in this publication or
available on the "Forms" page at www.gsep.org.
Our Commitment To Safety
GSEP is committed to providing a safe environment for all of our girl members. The completion of criminal
background checks by adult volunteers is one additional and important step to ensure their safety.
Who Needs a Background Check?
We recommend that every adult volunteer who works regularly with girls obtain a criminal background
clearance. However, we require that criminal background clearances be performed for the following
individuals, prior to their acceptance of a volunteer assignment:
1. All Leaders and Assistant Leaders (also known as “01’s” and “02’s”)
2. Troop Cookie Managers
3. Troop Fall Product Managers
4. Service Unit Cookie Managers
5. Service Unit Fall Product Managers
6. All adults who attend any overnight events with girls
Procedure
As part of her/his volunteer application process, each appropriate candidate must complete a background
check application and consent form, and submit the required $5 processing fee. Forms are available from
Service Unit Managers or online at www.gsep.org. Processing should take no more than 2-3 weeks.
Note: Background checks must be performed every three years.
GSEP Accepts Clearances From Other Agencies
GSEP can accept criminal/child abuse background checks performed for other youth-serving organizations
such as schools, houses of worship and employers as long as they have been performed in the preceding
12 months. A copy of the clearance should be submitted with the volunteer application and no processing
fee is required.
What Happens if “Something” Shows Up on the Record?
Volunteer candidates whose verified record indicates a history of child abuse, violent crime or sexual crime
will be denied an assignment. At the discretion of the Council, volunteer candidates may be denied an
assignment for drug and/or alcohol related offenses or offenses related to fraud, theft, misappropriation or
any other reports.
CAMPing Properties,
pOLICIES and PROCEDURES
Let’s get out and take a hike! Welcome to our Council’s guide to camping policies and procedures. Every
troop should be sure to take advantage of the wonderful outdoor resources for lots of outdoor fun. Outdoor
activities are an important part of the Girl Scout program because they provide girls with an appreciation of
the outdoors, a chance to learn new skills, a feeling of independence and increased self-esteem, along with
opportunities to develop relationships.
Girl Scouts of Eastern Pennsylvania is committed to providing opportunities where girls can gain experience in
an outdoor environment and grow personally. It is our hope that these experiences allow girls a chance to:
• have fun;
• develop a sense of belonging to the group, troop or unit of girls;
• learn more about relating to others and accepting differences;
• develop new skills related to the environment and outdoor activities;
• build self esteem and self reliance;
• gain a sense of ownership and pride in our camps;
• interact with positive female adult role models;
• develop confidence and capability in the outdoor world.
Families and Non Girl Scout Groups
GSEP camps are first and foremost a resource for our girls and leaders. Non Girl Scout groups and families
with Girl Scout affiliations may rent GSEP properties, but must meet all rules and regulations required of
GSEP troops/groups. Because GSEP troops/groups and service units have first priority for use of GSEP camp
properties, the reservation procedures and application are different for families and other non Girl Scout
groups. Girl Scout affiliated families may reserve a weekend site two months in advance, and outside groups
may reserve a weekend site one month in advance.
All camp visits must be pre-arranged and pre-approved with the Troop Camping (Site Rental) Registrar.
Any questions? Please call the Troop Camping Registrar at 888.564.4657, ext. 1054.
All groups (including families) camping on GSEP and other properties MUST camp with
an adult current in First Aid/CPR, and with an adult who has completed all three
GSEP Outdoor trainings. Please see the Volunteer Learning Guide http://www.gsep.org/volunteer/adultdevelopment.php.
Training Requirements For Camping With Girls
Safety Activity Checkpoints requires that adults leading girls in camping and outdoor cooking activities
are properly trained. To meet those requirements, GSEP has developed a training progression and training
courses for adults leading girls in the out-of-doors. Please see the Volunteer Learning Guide http://www.gsep.
Site Rental Information and Reservation Procedures
Please carefully read the following material as it should answer most of your questions. It is imperative that
visitors to the camps follow certain procedures so that the safety of participants is ensured and the natural
environment is respected. No pets are allowed in any GSEP facilities except for assistance dogs. In
addition, no weapons, alcoholic beverages or illegal drugs are allowed in any GSEP facilities.
All groups renting any site or facility must adhere to the following standards and rules at all times while on
site. These rules should be shared with all persons in your party prior to arriving at camp.
Standards and Rules Governing the Usage of GSEP Camp Facilities
As stated in the Council Volunteer Policies, every girl and every adult volunteer participating in Council
programs (including group camping) shall be a registered member of GSUSA. Adults must comply with the
policy and have completed a volunteer background clearance prior to any overnight activity. The troop/group
Men In Camp (except for Girl Scout Family Camping)
Safety Activity Checkpoints requires that men be given separate sleeping quarters and restroom facilities
when they camp with girls. Since many of the GSEP campsites do not have separate restroom facilities, a list
of appropriate sites is available from the Troop Camping Registrar. It is important to communicate with the
Troop Camping Registrar prior to making any reservations where men will be present
at the camp.
It is also acceptable to rent two units with the men in one unit and the girls and female leaders in the
neighboring unit. This ensures privacy.
Check-In/Check-Out Procedures
• The leader from each group must check in and check out with the Camp Ranger. You must provide
the Camp Ranger with the Site Rental Reservation paperwork. If you did not receive this paperwork,
you must contact the Registrar prior to your camp visit.
• The leader for each camping group must complete the check-out process, which includes a site
inspection by the Camp Ranger, prior to departing the site. Failure to check out, regardless of the
cleanliness of the site, will result in forfeiting the security deposit.
• Troops are expected to clean their unit before departing. This includes sweeping out tents, sweeping
and mopping cabins, cleaning bathrooms, cleaning kitchens, and taking bagged trash to the trash
cans for ranger pick-up. For a $50 charge per unit, troops can pay for “deep-cleaning” and leave after
they have picked up and swept out the tents and cabins, picked up around the grounds, and taken all
trash to the cans for ranger pick-up. A service will mop floors, and clean the bathrooms and kitchens.
• Check-in is from 4-8pm and check-out must occur before 2pm.
• Driving and parking are only permitted in certain designated areas and limited to the number of
vehicles per site as indicated on the grid. Failure to observe this directive will result in the forfeit of
your security deposit.
To Reserve a Site
Please fill out all the information on the Site Rental Application. The Site Rental Application may be
submitted by mail, online or in person. Site availability can be viewed online and reservations may be
No reservations will be made over the phone and sites cannot be “held” until the paperwork arrives.
Troop/group leaders, families and outside groups must follow all GSEP standards and rules governing usage
of Council sites and GSUSA guidelines. All camp visits must be prearranged and pre-approved with the Site
Rental Registrar.
Outside Group Rentals at Sites Owned by GSEP
GSEP is currently using a system of “direct booking” of consultants by Service Units, Troop Leaders and
outside groups at GSEP owned sites. In this system, Service Units/Troops/outside groups will pay consultants
directly and consultants will negotiate times and prices directly with the designated contact person. There are
2 fees for these activities. The first fee is to the consultant, the second fee is to GSEP to help defray the cost
of the Consultant Reservation System and to also keep the equipment in good repair. Troops/Service Units
and outside groups are responsible for both fees.
GSEP also provides on certain weekends during the year Consultant Weekends at many of our sites. At these
weekends we will provide the consultants for certain activities. Available slots for these activities are available
through the online registration system.
Group size determines the number of consultants required. Please adhere to these guidelines for the safety of
our girls. Remember all activities are weather permitting.
