As it is now, it is extremely difficult to build up a tropical collection on account of the Federal Horticultural Board and the State Plant Board. Even seeds of palms and ornamentals cannot be imported without their consent and this bureauocracy must prove extremely detrimental to -------- .I1 and more. Problems with the restriction on importing crotons, ixoras, dracaenas. "I begged [the Bureau of Plant Industry] years ago to obtain for me seeds of the Indian Sirer (?) Tree (Ptereosph-----ace----- )(?) ....
